Summary of the contracting process

Hull City Council bought the supply, installation and maintenance of eco bus shelters in Kingston upon Hull. The requirement is categorised as bus-stop shelter construction work and sits within Lot 1, Bus Shelters and Associated Services, of a wider framework covering bus shelters, real-time passenger information and related services. The work is focused on physical shelter infrastructure rather than passenger information systems. The appointed supplier is expected to provide the shelters, install them and maintain them throughout the contract. This is a local authority requirement for public transport infrastructure in Hull, suitable for businesses with relevant manufacturing, construction, installation and planned maintenance capability.

The procurement has been awarded. Hull City Council used a direct award call-off under Lot 1 of the framework, following the framework’s restricted procedure. The contract was awarded to Trueform Engineering Ltd on 11 August 2026 and signed the same day. Its value is £650,000. The requirement was described as commencing on 17 August 2026 for five years, with an extension option subject to the Authority’s discretion and satisfactory performance; the published descriptions give differing maximum extension periods of 12 and 36 months. The stated award basis was price alone, weighted at 100%. Three bids were recorded for the relevant lot, all submitted electronically by SMEs. The contract is active.

This award demonstrates established demand from Hull City Council for environmentally focused bus shelter infrastructure delivered as a complete supply, installation and maintenance service. A credible future competitor would need to manufacture or source suitable bus shelters, manage installation in public transport locations and provide reliable planned and reactive maintenance over a multi-year service period. The requirement favours suppliers able to coordinate design, fabrication, site works, logistics, health and safety and ongoing asset support rather than businesses offering construction materials alone. The competition also shows that smaller businesses were active in this market: the recorded bidders were SMEs. A supplier seeking comparable work should therefore be able to demonstrate practical delivery capacity, robust maintenance arrangements and competitive pricing for a local authority framework call-off.
