Summary of the contracting process

The City, University of London has cancelled the award process for the tender titled "Replacement of ERP System for Finance, HR, Payroll and Procurement." The procurement was terminated due to the complexity of the requirements, leading to a decision to opt for a broader IT modernisation programme rather than a standalone ERP system replacement. The contract value was expected to be approximately £8m for the first two years, with annual charges of £0.5m - £1m thereafter. The procurement method was selective, with a restricted procedure. The contracting authority will plan for a new procurement in the near future based on updated requirements.

The cancellation of the tender provides an opportunity for businesses specialised in delivering comprehensive IT modernisation programmes to engage with City, University of London. Companies offering SaaS solutions for HR, payroll, finance, and procurement, with expertise in academic environments, can position themselves for the upcoming procurement process. The anticipated 10-year contract term presents a long-term partnership opportunity for businesses looking to provide ongoing support and innovation in the higher education sector.

"description": "City has decided not to award a contract. This is because during the procurement, it was realised our requirements were more complex than had originally been anticipated. We do not have confidence that a contract awarded under this procurement would best serve our objectives. The scope of our requirements changed and we now envisage combining the exercise to replace the ERP system with a wider programme of IT modernisation rather than conducting separate exercises, which may to lead to duplicated expense and challenges relating to interoperability. We intend to plan for a new procurement in the very near future on that basis To view this notice, please click here: https://www.delta-esourcing.com/delta/viewNotice.html?noticeId=746462041 GO Reference: GO-20221222-PRO-21807318",
