SE1115 Design and Technical Assurance Framework
Notice Description
Sport England has established a framework agreement for Technical Assurance and Design services. The Technical services (Lot 1) include quantity surveying services, such as reviewing cost plans, design fees, environmentally sustainable measures (Building Regulations compliant and enhanced proposals) and advising on benchmark costs for facilities proposed. Estimated value of call-offs is PS2.5m The Design services (Lot 2) include leadership, coordination and overall project management for architectural and design services on specific projects. Estimated value of call-offs is PS3.5m
Lot Information
Lot 1 and 2
The principal requirements within the Design Services shall include: -- Review and development of Design Guidance Information, -- Design support to Sport England (SE) Officers for SE funded projects/programmes -- Design support into National Sports Centre developments, -- Continued design development of Affordable concepts, -- Development of other benchmark and sustainable models, -- Research into acoustics, products and other facility types (for example modular), -- Development of multi-media for facility designs, -- Design input into Operator Procurement models, -- Support from other Specialist Services (e.g. architecture, building surveying, monitoring and evaluation, structural engineering, acoustic design, civil engineering, artificial sports surfaces, accessibility, inclusive and universal design consultants, landscaping, pool specialists, health and safety and risk assessment and sustainability). The principal requirements within the Technical Assurance Services shall include: -- Review and development of Facility costs and life cycle costs, -- Cost, PM, QS and financial planning support to SE Officers for SE funded projects/programmes for schemes (demolition, refurbishment and new build), -- Continued cost development of affordable concepts, -- Development of other benchmark and sustainable models (e.g. pavilions, clubhouses, spaces), -- Research into acoustics, products and other facility types, -- Financial Business Planning input into Projects, Facilities and Operator Procurement models, -- Financial and technical risk management, -- Procurement Toolkit development to assist wider organisations, -- Condition surveys of existing facilities, -- Support to Planning Officers for developer appeals.
