Summary of the contracting process

Guy's and St Thomas' NHS Foundation Trust is overseeing the procurement process for the "OneLondon Local Health and Care Record Exemplar Dynamic Purchasing System." This initiative falls under the industry category of software and information systems and is classified under CPV 48000000. The procurement is currently in the tender update stage, with the most recent update being on 6th January 2026. This dynamic purchasing system (DPS), planned to remain active until 23rd February 2029, is located in London, UK. The procurement follows a selective method under a restricted procedure aligned with the Public Contracts Regulations 2015 (PCR 2015), with the project’s main focus on goods procurement. The DPS has been extended to ensure continuity and compliance as per the transitional guidance laid out by the Procurement Act 2023.

This tender offers considerable business growth opportunities, particularly for technology suppliers specialising in digital health systems. Businesses capable of providing software and information system packages, including IT consulting, software development, and integration services, are well-suited to compete for this tender. Firms focusing on digital transformation in healthcare, and support services like data migration and programme management, could benefit greatly. By engaging through this DPS, suppliers can collaborate with NHS Trusts and health and social care record programmes across the UK, allowing them to contribute significantly to the digital health infrastructure development and potentially form long-term partnerships with various contracting authorities under the NHS.

Notice Title

OneLondon Local Health and Care Record Exemplar Dynamic Purchasing System

Notice Description

The Implementation Support for Digital Health Systems Dynamic Purchasing System was published under the Public Contracts Regulations 2015 (PCR 2015) as amended and will continue to be operated in accordance with the terms of that regime. Under current transitional guidance, DPS agreements established before the transition to the Procurement Act 2023 must come to an end by 23rd February 2029 at the latest. This applies regardless of any original DPS duration or end date, and allows the DPS to remain active and compliant, ensuring continuity and stability of the route to market for Contracting Authorities and Suppliers alike.

Accordingly, the DPS is being extended and will expire on 23rd February 2029, subject to annual review, where NHS LPP reserve the right to extend, shorten or terminate, in part or whole, any categories or the entire DPS at any time.
