Summary of the contracting process

The Government Property Agency (GPA) has completed the procurement process for the GovPrint Cloud service, which involves print utility software development services. This initiative aims to provide a shared cloud print management solution for the GPA’s current and future hubs, other GPA locations, and non-GPA locations across the UK. The procurement was carried out through a two-stage Restricted Procedure Competition. The initial contract term is three years with the possibility of six one-year extensions, making the maximum contract length nine years. Key milestones included the publication of the Initial Tender on 1st July 2024, with the contract award occurring on October 2024. The awarded supplier is Cirros Document Solutions Ltd, and the contract, valued at £9.75 million, was signed on the 29th November 2024. The procurement method was selective, involving a restricted procedure, with a procurement stage encompassing planning, tender, and award phases.

This tender creates ample opportunities for businesses specializing in software development, cloud services, and document management solutions. Companies with expertise in developing interoperable technology, especially those providing print utility software, will find this contract particularly suitable. The procurement approach favours small to medium-sized enterprises (SMEs) capable of delivering high-quality technical, security, and social value solutions. Business growth can be achieved through participation in this project by leveraging the extensive Civil Servant office estate as a deployment field, promoting interoperability, and enhancing the print management landscape across multiple locations. Prospective suppliers should have the capabilities to handle a scalable cloud platform and associated services, indicating a lucrative growth potential for tech firms in the public sector.
