Summary of the contracting process

The Scottish Prison Service (SPS) is seeking to implement in-cell digital services across its establishments, driven by its digital strategy goals to enhance digital skills among both staff and inmates. Currently at the tender stage, the process involves the provision of IT services, including consulting, software development, Internet, and support. The project is aimed at setting up a secure, vendor-hosted or cloud-based infrastructure to enable prisoners to access a self-service core system via Raspberry Pi 4 devices. Key aspects comprise building, testing, installing, and maintaining these devices, ensuring resilience and disaster recovery. This open procedure requires electronic submissions, with revised deadlines set for Monday, 20th April 2026. The contract extends for five years with a possible three-year extension, addressing 14 locations across Scotland, including new ones like HMP Highland and HMP Glasgow.

This tender presents ample growth opportunities for businesses in the IT services sector, particularly those specialising in infrastructure solutions, system resilience, and support services. Companies with a strong track record in providing durable and secure digital platforms and devices could significantly benefit from participating. The procurement emphasises high standards for financial stability and liability coverage, favouring firms possessing robust financial health with expertise in managing large-scale contracts. Collaborations could also be facilitated through provisions for subcontracts and community benefits, thus appealing to suppliers committed to social value and innovative tech solutions within public sector settings.
