Summary of the contracting process

ESPO, acting as a Central Purchasing Body, has initiated a tender process for the establishment of a national framework titled "256_24 Highway Electrical Connections provided by Independent Connection Providers". This procurement falls under the industry category of "Maintenance services of public-lighting installations and traffic lights" (CPV: 50232000). The service provision extends throughout the entire UK and involves distribution network operator and independent distribution network operator networks, including privately owned networks. The procurement is currently in the active tender stage with critical deadlines for submissions set to end on 10 October 2024. The contract period will commence on 26 November 2024 and continue through 25 November 2026, with potential extensions of up to 24 additional months. ESPO is inviting bids through an open procedure and stresses the necessity for service providers to be accredited under the National Electricity Registration Scheme (NERS).

This tender provides a substantial opportunity for businesses, particularly those specialising in electrical installation, construction of highways, and street-lighting equipment. SMEs and large enterprises that meet the accreditation requirements can compete effectively. With a projected total value of £25,000,000, the framework agreement segments into two lots, each offering specific opportunities for design, installation, disconnection, and maintenance of electrical connections. Such a framework can significant advantage companies looking to expand their portfolio within the public sector, enhance their market position, and secure long-term contracts. High-quality performance in this tender can lead to inclusion in future framework agreements with ESPO Trading Limited, providing further business growth and diversification opportunities.
