Summary of the contracting process

NHS 24, based in Glasgow, is currently in the award stage of procuring a new Clinical Reasoning Engine (CRE) as part of a Digital Transformation Programme (DTP). The project falls under the Medical software package industry category and is located in Scotland (Region: UKM). The procurement process follows a limited procedure due to the absence of viable alternatives for technical reasons. The contract, awarded to Elsevier B.V., aims to replace the existing decision support tool critical to services including the 111 service, Forensic Medical Examination, Scottish Emergency Dental Service, and the Mental Health Hub. The signed contract date is 17 October 2024, with the tool needed for software testing by December 2024 to ensure continuity of service and patient safety.

This tender presents a significant growth opportunity for businesses specialising in medical software and information technology services. Companies capable of providing advanced decision-making tools tailored for clinical settings could establish themselves within the healthcare sector. The contract, valued at £4,500,000 over an initial three-year period with an optional two-year extension, would benefit firms capable of ensuring integration with existing NHS 24 systems and maintaining high clinical safety standards. This project is particularly suitable for large-scale enterprises like Elsevier, which can offer specialised, proprietary systems to meet the unique demands of NHS 24’s clinical operations.

Lot 1

The Decision Support tool is a critical component of NHS 24 systems. It aids call handlers in providing safe, patient-centred care for services such as the Forensic Medical Examination (FME), Scottish Emergency Dental Service (SEDS), Mental Health Hub, and the 111 service. The entire 111 service is designed around a clinically safe decision support tool to guide callers to the right endpoint. The current tool, Arezzo, provided by Elsevier, manages clinical protocols and provides the ability to triage patients. During delivery of the replacement Contact Centre CRM, it was identified that the current tool is approaching end of life and becoming unsupported, with a replacement product (CRE) being offered. Having undergone considerable procurement and market research, CRE was confirmed as the only viable option to balance, risk, cost, technical feasibility, ease of implementation and critically, patient safety. Additional information: NHS24 intends to award a contract for the Provision of a Clinical Reasoning Engine under the terms of Regulation 33(1)(b)(ii), Regulation 33(1)(c) and Regulation 33(4)(b) of the Public Contracts (Scotland) Regulations 2015.

Options: The contract has one optional two year extension period.
