Summary of the contracting process

Scottish Water procured a Meter Data Management System (MDMS), a cloud-based information technology service for the nationwide rollout of AMI smart metering to about 135,000 business customers across Scotland. The system is intended to manage a diverse smart-meter estate, aggregate meter data and alerts, and share data with internal and external users such as retailers. The scope includes implementation, maintenance and support; development, testing and production environments; data analytics and reporting; integration with head-end systems, communications and other supporting systems; and integration with Scottish Water’s existing data lakehouse and hybrid data-fabric architecture. The platform must meet stringent security and resilience requirements and support Scottish Water’s demand-reduction target of 80 million litres per day. Scottish Water is the buyer and service user.

The procurement is complete and the contract was awarded through a selective negotiated procedure with a prior call for competition, using a framework agreement with one participant. One lot was described, although its recorded lot status is cancelled; two active awards were made to Elster Water Metering T/A Honeywell. The first contract was signed on 14 April 2026 and the second on 19 August 2026. The estimated procurement value was £5,000,000. The lot had a 2,880-day contract period, with an option for four one-year extensions. Four candidates were to be selected for the second stage, variants were not permitted, and bids were assessed against economic and technical selection requirements. Electronic submission was used, and the procurement received three and 17 bids in its published bid statistics.

This requirement demonstrates demand for specialist smart-meter data platforms in the Scottish water sector, at nationwide operational scale. Suppliers would need proven capability in implementing, maintaining and supporting cloud-based meter data management systems, including configuration of diverse meter estates and operation across development, testing and production environments. Credible competitors would also need strong data engineering and analytics expertise, with the ability to aggregate meter reads and alerts, produce reports, and manage data shared with retailers and other stakeholders. Experience integrating head-end systems, communications networks, enterprise platforms and data lakehouse or hybrid data-fabric architectures would be important. Security, resilience and dependable service operation are central requirements. The awarded supplier’s subcontracting commitment also indicates that delivery partners may be relevant to future competition.
