Contract Summary
This procurement is for a Meter Data Management System (MDMS) to support the nationwide rollout of AMI smart metering to ~135,000 business customers by providing the central data management platform for smart meter data. This procurement runs in parallel with a separate procurement for smart water meters, Head-End-Systems (HES) and communication networks. The MDMS must be able to integrate with the smart metering solutions being procured through this parallel framework and provide functionality that reflects the unique market conditions in Scotland.
The MDMS platform is required to:
Manage the potentially diverse smart meter estate; where the MDMS will support in the overall configuration and management of the estate and the information it produces
Aggregate smart meter data and alerting information to enable the management of the metering system and provision of meter data for consumption by external/internal stakeholders.
Meet stringent security and resilience needs.
Support Scottish Water’s demand reduction target of 80MLd.
The scope of this MDMS procurement includes:
Provision of core capabilities: system implementation, maintenance, and support services. The MDMS platform and its associated environments are a central hub for reception and transformation of meter data that is moved to Scottish Water platforms. Scottish Water require 3 environments (for development, testing, and production); however, this may change subject to the level of customisation and configuration of the MDMS.
Data analytics and reporting capabilities.
Integration with the HES and other supporting systems and the management of key data items across the smart metering value chain.
Integration with existing analytics and data fabric capabilities at Scottish Water in a Data Lakehouse architecture with hybrid fabric capacity.
Data sharing capabilities for internal and external stakeholders (e.g. provision of meter read data to retailers).
It is expected that the successful Bidder will provide a cloud-based MDMS solution in alignment with Scottish Water's cloud-first strategy, with appropriate integration capabilities. -

Contract Summary
Scottish Water is planning an accelerated, nationwide rollout of AMI smart metering for our
non-household customers from 2026-2032, subject to final business case approval. This
initiative follows a successful pilot with approximately 3,000 business customers in Inverness
and Orkney.
The primary driver is to achieve a sustainable demand reduction of 80 million litres per day
(80MLd) through a combination of customer and network side interventions.
This programme will involve full replacement of the existing mechanical meter estate. It is
planned that Implementation will be prioritised based on water deficit areas to maximise impact,
with installations beginning early 2026.
This framework will support the nationwide rollout of AMI smart metering for our non-household
customers, the scope of which includes:
• Smart water meters for non-household customers
• Supporting Headend systems
• Communication networks
• Overall service management and front-line support
Scottish Water will also require a Meter Data Management System (MDMS), which will be
procured separately, but must integrate with the solution provided through this procurement.
Installation services are not included in the scope of this procurement.
It is expected that the successful Bidder will supply smart water meters, headend system/s and
communication networks to fulfil the requirements of the rollout. Given Scotland’s diverse
geography and challenging conditions, it is anticipated that a mixed network provision will be
required to achieve maximum connectivity. Bidders will likely need to form a consortium of
partners through subcontracting arrangements to deliver the full spectrum of solutions, but we
will require a lead bidder. -

As we work towards the delivery of our strategic ambitions, Scottish Water is planning a nationwide rollout of smart metering for approximately 136,000 business customers from 2025-2031, subject to detailed planning and funding approval. This initiative follows a successful pilot of smart metering technologies for approximately 3,000 business customers in Inverness and Orkney. To achieve this, Scottish Water aims to develop a comprehensive range of technical and operational capabilities that include managing the supply, installation, and maintenance of water meters, implementation of communication networks, and provision of data services (e.g. ingestion, aggregation, storage, analysis, and insight generation) to support robust smart metering infrastructure. Scottish Water's requirements may be procured as combined or separate lots. We welcome responses from suppliers who can offer some of or all these capabilities. We are particularly interested in innovative and collaborative approaches that could be deployed across the supply chain. The framework(s) will be awarded in 2025, with a planned installation start date of Autumn 2025 and we invite potential suppliers to share their ideas, capabilities, and proposed approaches.
