Summary of the contracting process

The EEM0026 Heating and Hot Water Systems Framework, procured by Efficiency East Midlands Ltd (EEM), is geared towards servicing both domestic and commercial heating systems, offering repair and maintenance services necessary to ensure compliance and service cycles. The primary procurement category is services within the UK region, covering central heating systems. Taking advantage of the open procurement method, EEM aims to complete this procurement process with Efficiency East Midlands acting as the main buyer and central purchasing body. This process began with the planning phase in November 2024, ultimately progressing through the tender phase in February 2025, and concluding with the award phase, which was finalized on 30th July 2025. The framework spans multiple lots, with geographical sub-lots across the UK, and a total estimated contract value of £850,000,000. The overarching objective is providing a comprehensive five-year framework, building on the expiring framework, with service scopes ranging from basic servicing to comprehensive installations and repairs.

This tender offers a significant business growth opportunity, particularly for companies in heating system servicing, repair, and installation. Contractors capable of offering a full suite of services are attracted to bid, as the framework aims to engage up to eight contractors per sublot, emphasizing demand for expansive regional coverage both in the Midlands and nationally. Preference is given to businesses adept in servicing a diverse array of heating systems, including renewable options. With the collaboration between EEM and consortia like Westworks, South East Consortium, and Advantage South West, there is an extensive scope for entering new public sector markets, given the extensive membership base comprising local authorities, NHS trusts, educational establishments, and more. Companies like Axis Europe plc and Dodd Group (Midlands) Limited have already seized these opportunities, highlighting the potential for businesses across the UK to forge partnerships with a consortium that values quality and competent delivery.
