Summary of the contracting process

UK Health Security Agency bought event management, logistics and technical assistance to support its staff and contractors delivering International Health Regulations strengthening work in Pakistan. The service covers in-country event organisation and logistics, alongside technical assistance, with related travel management. The contract scope was later extended to cover similar services across the Indo-Pacific region, maintaining provision while a new procurement was being conducted. The procurement was awarded to Contech International after an open competition, with one bid recorded. The contract was signed on 4 April 2025, initially valued at £4,018,608. Later modifications increased the maximum value to £5,563,956; the contract period runs from 4 April 2025 to 31 March 2028, and the latest modification extended Indo-Pacific provision to 28 February 2027. The first award was dated 2025, with subsequent modifications signed on 23 December 2025, 27 May 2026 and 19 October 2026. Evaluation was on price. Supplier suitability and performance requirements were set out in the procurement documents. Bids had to be in English, and variants were not permitted.

This award shows demand from UKHSA for a supplier able to organise events and manage logistics in Pakistan, while providing technical assistance for international health regulation strengthening. Credible competitors will need to deliver practical in-country event services, coordinate travel and logistics, and support UKHSA staff and contractors. The modified scope also demonstrates the importance of operating across the wider Indo-Pacific region and maintaining service continuity while a replacement procurement is run. To provide in-county Events Management and Logistics Services and Technical Assistance for UKHSA staff and contractors in Pakistan in accordance with the Specification.

Lot Information

Lot 1

The Authority entered into a contract with Contech International on 04/04/2025 for services in Pakistan following an Open Competition. The contract provided for three extensions of twelve months each to a maximum term to 31/03/2029.

A Contact Modification (CM) has now been executed in accordance with Regulation 72(1)(b) of the Public Contracts Regulations 2015. The CM is to extend provision in the Indo-Pacific Region until 28/02/2027 while an Open Procedure under PA23 is conducted.

Section 72(1)(b) of PCR 2015 provides for modifications in situations where services additional to those originally anticipated are required i.e. 'for additional...services...by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor (i) cannot be made for economic or technical reasons...or (ii) would cause significant inconvenience or substantial duplication of costs...', provided that any increase in price does not exceed 50% of the value of the original contract'

The modification has also decreased the insurance limits of the contract, agreed by both supplier and authority.

No change to overall value or term of contract.

Option to extend for up to three periods of 12 months each to 31/03/2029
