NRTS3 National Roadside Telecommunications Service
Notice Description
This opportunity relates to the provision, operation and maintenance of telecommunications services between the roadside and various central locations for National Highways , the body responsible for England's strategic road network. The National Roads Telecommunications Service (NRTS) project currently provides services to over 38,000 end devices on the ~2,000 miles of the strategic road network. These telecommunications services provide connectivity between central locations and roadside devices such as variable message signs, emergency telephones and CCTV cameras.

The current NRTS contract is due to come to an end and we have an exciting opportunity for new supply partner(s) who may be interested in bidding for this exciting and high value contract. The scope of the contract includes the maintenance and deployment of NRTS services and is expected to cover cable-based, wireless and public network technologies, alongside undertaking several related service areas (for example provision of a NRTS service management system). Any new supply partner(s) will need to be in place at least six months before the contract end date to ensure a smooth transition of contract management and requirements. The duration of the new contract is anticipated to be seven and a half years, with the option to extend by up to a further two years, with a value range of between 500,000,000 GBP and 800,000,000 GBP. Due to the broad scope of the project, it is likely that a wide range of suppliers will be needed to deliver the NRTS3 contract requirements and, taking this into account, we think this opportunity will most likely be of interest to: *Project management contractors; *Telecommunications equipment suppliers; *Telecommunications equipment maintainers; *Fixed telecommunications network operators; *Mobile telecommunications network operators (e.g. 4G, satellite, wireless broadband); *Highways infrastructure civil contractors; and *Small to medium enterprises with relevant specialist expertise as part of a supply chain. Suppliers that are interested in this opportunity should note that we use a number of bespoke systems and special conditions apply to working in a motorway environment to ensure the safety of workers and the travelling public. Any organisation taking part in the procurement process will need to demonstrate competence in these areas. Following the initial Market Engagement Day in March 2024, we will be holding a further Market Engagement Day on Friday 17th January 2025, to provide further details on NRTS and the anticipated approach to the procurement process and contract documents. Please note, this event is open to anyone who wishes to register, regardless of whether they attended the first Market Engagement Day. The event will be held at: 8th Floor Offices, National Highways, The Cube, 199 Wharfside St, Birmingham, B1 1RN. Please arrive at the venue from 9:30am to enable a 10:00am prompt start. We anticipate the event will last for 2 - 3 hours, with a finish no later than 12:30pm. Please note there will be no remote access/dial-in facility available, and due to the uptake and interest from potential Bidders in this Market Segment, attendance is capped at one representative per organisation.
