Summary of the contracting process

The North Eastern Universities Purchasing Consortium Ltd (NEUPC) has completed a public procurement process for a comprehensive framework agreement titled "Lift Installation Maintenance and Consultancy". This framework targets the maintenance, full installation, and associated consultancy services of lifts across UK Higher Education Institutions and associated members. The procurement process, identified with the OCID ocds-h6vhtk-04e5b1, involved both a tender and subsequent contract award stages completed by 20th October 2025. The procurement categorised under "works", with a main classification of "Lift and escalator installation work", spans multiple regions including the North East, Yorkshire, North West, Northern Ireland, and Wales, with both regional and national lots outlined in its scope. The open procurement method facilitated a competitive tender environment, ensuring transparency and broad participation, with key contracts signed on 20th August 2025.

This procurement framework creates significant opportunities for businesses specialising in lift maintenance, installation, and consultancy services. It is particularly beneficial for small and medium enterprises (SMEs) as they can compete nationally and across various regional lots. Given the quality and price-based evaluation criteria, companies excelling in service delivery and competitive pricing stand to benefit. Notable suppliers involved, like Northern Elevator LTD and Stannah Lift Services Limited, highlight the competitive nature and opportunity for diverse businesses to establish or expand their presence within the higher education sector's procurement landscape. The framework's option to extend contracts by 12 months further provides continued engagement opportunities for successful bidders.
