Summary of the contracting process

The procurement process for the "GLA 82615 RE:FIT 5 - National Carbon and Energy Performance Contracting Framework" is led by the Greater London Authority (GLA) and coordinated by Transport for London (TfL). It focuses on delivering energy efficiency services across the UK, including areas such as project development, design, construction, operation, maintenance, and financing related to energy projects. The procurement involves energy and related services under the open procedure, as outlined in the Public Contracts Regulations 2015. Key details include a bidder's briefing scheduled for 6 March 2025, and the deadline for tender submissions extended to 17 July 2025. This procurement is central to assisting various sectors such as public sector bodies, charities, and VCSEs to enhance energy performance and reduce greenhouse gas emissions.

This tender offers a substantial opportunity for growth, particularly for businesses specialising in energy efficiency, renewable energy, and sustainability services. Firms capable of developing and implementing costed proposals for energy generation and efficiency improvements in buildings are encouraged to participate. The framework, valued at £1 billion, is a single-lot arrangement that promises significant involvement across the UK, encompassing England, Scotland, Wales, and Northern Ireland. Notably, businesses with expertise in consultative engineering, construction services, and facility management will find the framework beneficial for capitalising on decarbonisation projects, ensuring energy performance guarantees, and demonstrating technical and economic proficiency within the public tender landscape.
