Summary of the contracting process

Regional Business Services Organisation Procurement and Logistics Service procured specialist medical equipment maintenance services for Northern Ireland’s Health and Social Care Trusts. The scope covers servicing and repair of ECG equipment; cardio-pulmonary stress test systems; respiratory physiology equipment; neurophysiology equipment; and resuscitation equipment, including defibrillators and medical training equipment or simulators. The equipment includes cardiographs, echocardiographs, ambulatory recording systems, cardiovascular devices, anaesthesia and resuscitation equipment, and training aids. Belfast Health & Social Care Trust, Northern Health and Social Care Trust, South Eastern Health & Social Care Trust, Southern Health & Social Care Trust, Western Health & Social Care Trust and the NI Ambulance Service Trust are participating organisations. Delivery is across Northern Ireland healthcare sites.

The procurement is complete following an open procedure. Four active contracts were signed on 12 August 2026, with awards made on 3 July 2026 to Uniphar Medtech UK Ltd trading as Cardiac Services and Sword Medical Ltd. Belfast Health & Social Care Trust’s contract covers ECG and cardio-pulmonary stress test maintenance and is worth £323,847 excluding VAT (£388,616 including VAT). South Eastern Health & Social Care Trust’s contract covers cardio-pulmonary stress test, respiratory physiology and resuscitation equipment and is worth £280,560 excluding VAT (£336,673 including VAT). Southern Health & Social Care Trust’s contract is worth £429,894 excluding VAT (£515,873 including VAT), and Western Health & Social Care Trust’s is worth £118,621 excluding VAT (£142,345 including VAT). Contracts run from 1 December 2026 to 30 November 2031, with extensions of up to 36 months. Evaluation was 90% price and 10% scored social value. The procurement had five lots; Lot 4 was unsuccessful.

This award demonstrates recurring Northern Ireland healthcare demand for planned and responsive maintenance of specialist cardiology, respiratory, physiology, resuscitation and medical training equipment. Suppliers well placed for a future requirement would need demonstrable technical capability across several equipment types, including ECG, echocardiography, ambulatory monitoring, cardio-pulmonary stress testing, respiratory physiology, defibrillators and resuscitation systems. Experience maintaining medical and surgical equipment across multiple hospital and ambulance-service sites would support credibility, as would the capacity to provide consistent service coverage across Northern Ireland. The competition shows that small and medium-sized enterprises can participate, and that social value forms part of the evaluation. Suppliers should also be able to price additional services or newer equipment where standard catalogue pricing does not apply.

Planning Information

This is a Pre Market Engagement Notice to seek engagement with the market place to ascertain how suppliers can assist in ensuring that HSCNI can ensure their Specialist Cardio, Respiratory and Physiology Systems and Medical training Equipment are effectively maintained across all sites. To this end, BSO Procurement and Logistics Service PaLS wish to engage with potential suppliers on behalf of health and social care for Northern Ireland to obtain a market view of the potential requirements through a questionnaire. Any interested suppliers are required to submit their response through the eTendersNI secure messaging area of this CfT. All correspondence in relation to this tender will be communicated via the secure eTendersNI messaging area. Suppliers will be required to return answers to the questionnaire and any comments no later than 15:00 on Friday, 28 March 2025. Suppliers should also note that any interest shown does not constitute a commitment to participate in any future tendering exercise.
