Summary of the contracting process

The Scottish Government has initiated a Request for Information (RFI) as part of its planning stage for the re-letting of Scotland's Public Sector Heat Decarbonisation Framework, previously known as the Non Domestic Energy Efficiency (NDEE) Framework Agreement. This procurement process focuses on energy and related services within the public sector, emphasizing projects over £1 million. Interested parties must respond by 14:00 on Wednesday, 7th May 2025. The exercise aims to develop the framework to include energy efficiency retrofits and heat decarbonisation solutions, with a potential project value estimated at £50 million. The framework is expected to cover all regions of Scotland, including the Highlands, Islands, and rural areas.

This RFI presents substantial business growth opportunities for service providers in the energy efficiency and heat decarbonisation sectors. Companies with the capacity to deliver innovative energy solutions, including building fabric enhancements, control systems, and onsite renewables, will find this an ideal opportunity. The framework is designed for multiple suppliers through a mini-competition process, allowing various technical solutions that promise energy savings and decarbonisation outcomes. Businesses adept in providing comprehensive Design and Build services across diverse geographical locations and with an understanding of strategic net-zero objectives will be well-positioned to compete in this framework.

Notice Description

The Scottish Government are seeking to develop the re-let of the Scotland's Public Sector Heat Decarbonisation Framework (SPSHD) previously known as the Non Domestic Energy Efficiency ("NDEE") Framework Agreement (over 1m GBP projects only) for public sector improvement works and services.
