Summary of the contracting process

Norfolk County Council established an open framework for traffic survey services. The estimated framework value is £800,000 excluding VAT (£960,000 including VAT). The awarded framework period runs from 1 September 2026 to 31 August 2028, with a possible extension to 31 August 2029. The tender deadline was 17 November 2025 and the award decision was due by 10 December 2025. Quality carried 100% of the evaluation weighting, with economic and technical selection requirements set out in the tender documents. Further requirements may be let by direct award or competition among capable framework suppliers.

This procurement shows established demand from Norfolk County Council for specialist traffic-survey and transport-data services delivered through a multi-supplier open framework. Open Framework Agreement for the Provision of Traffic Surveys

Notice Description

The Council has established a framework agreement with multiple suppliers to carry out traffic surveys to monitor changes to the transport network and to evaluate interventions to the network. This is an Open Framework Agreement and as such it is subject to Section 49 of the Procurement Act 2023 with regards to reopening of the Framework, evaluation of bids, and the term of the scheme of Frameworks. It should be noted that there is no guarantee of the volume or value of work let under the open framework. Any values given in this notice are an eight year estimate for the life of the open framework, based on previous spend.

Renewal: The above dates relate to the first framework to been let under the open framework. The term of the first framework in the scheme will be 24 months from the service commencement date. Should market conditions dictate the Council reserves the right to extend the term of the first framework by 12 months.
