Notice Description
ESPO framework for the supply, installation, service and maintenance of stairlifts, steplifts, vertical through-floor lifts and hoists for use in a domestic setting. The Framework is divided into 7 lots, with lots 1 and 2 also being further divided into sub-lots as follows: Lot 1. Seated Stairlifts Sub-Lot 1.1. Seated Stairlifts (Fused Spur Installation) Sub-Lot 1.2. Seated Stairlifts (Battery, Plug-In Installation) Lot 2. Perch Stairlifts Sub-Lot 2.1. Perch Stairlifts (Fused Spur Installation) Sub-Lot 2.2. Perch Stairlifts (Battery, Plug-In Installation) Lot 3. Steplifts Lot 4. Inclined Platform Lifts Lot 5. Vertical Through-floor Lifts Lot 6. Ceiling Track Hoists Lot 7. Lot Information
Seated Stairlifts (Fused Spur Installation)
This Lot is for the supply and installation of seated stairlifts (fused spur installation) under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. All stairlifts under Lot 1.1 comply with BS EN 81-40.
Options: ESPO reserves the right to add or remove requirements throughout the life of the contract.
Renewal: The framework agreement has the option to extend for up to a further 24 months, and ESPO may choose to use the extension period where: * The framework is performing well; * The framework continues to meet customer needs. ESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). The total estimated framework value captured in this notice includes the option to extend as noted above. Note: The overall framework value has been automatically assigned to each lot in this notice as ESPO offers no guarantees or estimates of value that may pass through each individual lot (but the overall usage across all lots is not expected to exceed this overall framework value).
Seated Stairlifts (Battery, Plug-In Installation)This Lot is for the supply and installation of straight and curved seated stairlifts (battery, plug-in installation) under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. All stairlifts under Lot 1.2 comply with BS EN 81-40.
Options: ESPO reserves the right to add or remove requirements throughout the life of the contract.
Renewal: The framework agreement has the option to extend for up to a further 24 months, and ESPO may choose to use the extension period where: * The framework is performing well; * The framework continues to meet customer needs. ESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). StepliftsThis Lot is for the supply and installation of steplifts under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. All steplifts under Lot 3 comply with BS 6440.

Renewal: The framework agreement has the option to extend for up to a further 24 months, and ESPO may choose to use the extension period where: * The framework is performing well; * The framework continues to meet customer needs. Inclined Platform LiftsThis Lot is for the supply and installation of inclined platform lifts under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. All stairlifts under Lot 4 comply with BS EN 81-40.

Vertical Through-floor LiftsThis Lot is for the supply and installation of vertical through-floor homelifts under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. All vertical through-floor lifts under Lot 5 comply with BS 5900 or BS EN 81-41.
Options: ESPO reserves the right to add or remove requirements throughout the life of the contract.

Ceiling Track HoistsThis Lot is for the supply and installation of ceiling-track hoists under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. All ceiling-track hoists under Lot 6 comply with BS EN ISO 10535.
Options: ESPO reserves the right to add or remove requirements throughout the life of the contract.
Renewal: The framework agreement has the option to extend for up to a further 24 months, and ESPO may choose to use the extension period where: * The framework is performing well; * The framework continues to meet customer needs. Mixed Requirement LotThis Lot is for the supply and installation of more than one lift type / service under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. Tenderers that are successful in being awarded a position on more than one Lot/Sub-Lot will be automatically awarded on Lot 7.

Planning Information
Suppliers are required to register and complete the relevant stages on the Central Digital Platform if they wish to participate in or bid for this framework. Request for Information: Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 12:00 (12 noon / 12pm) on 13 February 2026. Suppliers wishing to participate in the RFI MUST first express an interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '364_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Suppliers can access and respond to the RFI questionnaire in the Messages section of the eProcurement Portal (via the Activity dashboard once an expression of interest has been registered). Any questions or clarifications should similarly be submitted to ESPO as a message on the eProcurement Portal. ESPO may contact suppliers to seek clarification or understanding of the information provided in their RFI response or to discuss their RFI responses in further detail. A second RFI may also be issued if required.
