Summary of the contracting process

Leicestershire County Council, trading as ESPO, established a UK-wide framework for public bodies to buy, install, service, maintain and test mobility equipment for domestic use by people with impaired mobility. The scope covers seated stairlifts with fused-spur or battery plug-in installation; perch stairlifts with the same installation options; steplifts; inclined platform lifts; vertical through-floor homelifts; ceiling-track hoists; and a mixed-requirement lot covering more than one lift type or service. Equipment must meet the applicable standards, including BS EN 81-40, BS 6440, BS 5900, BS EN 81-41 and BS EN ISO 10535. Users can be public bodies across the UK, including local authorities, education, health, emergency services, housing and charitable organisations.

The open procedure has been completed and the framework was awarded on 11 June 2026, with contracts signed on 29 June 2026. It runs from 1 July 2026 to 30 June 2028, with an extension option of up to 24 months, potentially to 30 June 2030. The estimated framework value is £36,000,000 gross (£30,000,000 excluding VAT); the same overall value is recorded against each lot and must not be added together. Seven lots, including four stairlift sub-lots, were awarded. Awards went to 10 suppliers on seated stairlifts, nine on battery plug-in seated stairlifts, six on each perch stairlift lot, nine on steplifts, four on inclined platform lifts, nine on vertical through-floor lifts, nine on ceiling-track hoists and 12 on the mixed-requirement lot. Evaluation was 45% price and 55% quality.

This requirement suits manufacturers, installers and specialist mobility-equipment providers able to deliver domestic adaptations across the UK, with capability extending beyond supply to warranty support, servicing, maintenance and testing. The awarded supplier group includes both SMEs and larger businesses, showing that delivery scale can be achieved by different business models, provided they can support the relevant equipment categories and geographical coverage. Credible competitors would need demonstrable current and historic experience, positive net assets, suitable insurance, effective health-and-safety arrangements, clear quality-assurance processes and a robust business-continuity approach. They would also need to comply with the applicable lift and hoist standards, maintain a published carbon-reduction policy or evidence of commitment, and support call-offs made with or without further competition. The framework carries a 1% fee on supplier turnover.

This Lot is for the supply and installation of seated stairlifts (fused spur installation) under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. All stairlifts under Lot 1.1 comply with BS EN 81-40.

This Lot is for the supply and installation of vertical through-floor homelifts under warranty (includes service, maintenance, testing), intended for use in a domestic setting by persons with impaired mobility. All vertical through-floor lifts under Lot 5 comply with BS 5900 or BS EN 81-41.

Tenderers that are successful in being awarded a position on more than one Lot/Sub-Lot will be automatically awarded on Lot 7.

Planning Information

Suppliers are required to register and complete the relevant stages on the Central Digital Platform if they wish to participate in or bid for this framework. Request for Information: Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 12:00 (12 noon / 12pm) on 13 February 2026. Suppliers wishing to participate in the RFI MUST first express an interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '364_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest.
