16_26 Flooring (Supply, Fit and Refurbishment)
Notice Description
ESPO is a public sector-owned professional buying organisation offering a comprehensive range of procurement services, including access to over 100 free-to-access framework solutions for the wider public sector. We are establishing a framework for the supply, fit and refurbishment of different types of flooring including carpet, vinyl, rubber, linoleum, laminate and hardwood. Additional flooring products and associated services are also covered within the scope of the framework. The Framework is divided into 2 lots, with lot 1 being further divided into sub-lots as follows: Lot 1. Supply and Fitting of: o Sub-Lot 1.1. Carpet o Sub-Lot 1.2. Vinyl Flooring o Sub-Lot 1.3. Linoleum and Rubber Flooring o Sub-Lot 1.4. Resin Flooring Lot 2. Supply and Fitting/Refurbishments of Laminate and Wood Flooring Please refer to the tender documents for further details (including further details on each of the lots/sub-lots) - the closing date for submission of Tenders is 12:00 (12 noon / 12pm) on 03 July 2026. Lot Information
Sub-Lot 1.1. Supply and Fit of Carpet
This Sub-Lot is for the provision of supply and/or fit of different types of carpet including but not limited to tufted sheet carpet, carpet tiles and entrance mating. Additional flooring products and associated services are also covered within the scope of this Sub-Lot.
Options: ESPO reserves the right to add or remove requirements that are in line with the scope of the framework, throughout the life of the framework.
Renewal: The framework agreement has the option to extend for up to a further 24 months. ESPO may choose to use the extension period(s) where: * The framework is performing well; * It continues to broadly meet customer needs. ESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). The total estimated framework value captured in this notice includes the option to extend in full as noted above. Note: The overall framework value has been automatically assigned to each lot in this notice as ESPO offers no guarantees or estimates of value that may pass through each individual lot (but the overall usage across all lots is not expected to exceed this overall framework value).
Sub-Lot 1.2. Supply and Fit of Vinyl FlooringThis Sub-Lot is for the provision of supply and/or fit of different types of vinyl flooring including but not limited to vinyl sheet, non-slip vinyl sheet, vinyl tiles and Luxury Vinyl Tiles. Additional flooring products and associated services are also covered within the scope of this Sub-Lot.
Options: ESPO reserves the right to add or remove requirements that are in line with the scope of the framework, throughout the life of the framework.
Renewal: The framework agreement has the option to extend for up to a further 24 months. ESPO may choose to use the extension period(s) where: * The framework is performing well; * It continues to broadly meet customer needs. ESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). The total estimated framework value captured in this notice includes the option to extend in full as noted above. Additional flooring products and associated services are also covered within the scope of this Sub-Lot.
Options: ESPO reserves the right to add or remove requirements that are in line with the scope of the framework, throughout the life of the framework.
Renewal: The framework agreement has the option to extend for up to a further 24 months. ESPO may choose to use the extension period(s) where: * The framework is performing well; * It continues to broadly meet customer needs. Sub-Lot 1.4. Supply and Fit of Resin FlooringThis Sub-Lot is for the provision of supply and/or fit of different types of resin flooring including but not limited to PMMA resin flooring. Polyurethane resin flooring and epoxy resin flooring. Additional flooring products and associated services are also covered within the scope of this Sub-Lot.
Options: ESPO reserves the right to add or remove requirements that are in line with the scope of the framework, throughout the life of the framework.
Renewal: The framework agreement has the option to extend for up to a further 24 months. ESPO may choose to use the extension period(s) where: * The framework is performing well; * It continues to broadly meet customer needs. ESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). The total estimated framework value captured in this notice includes the option to extend in full as noted above. Supply, Fit and Refurbishment of Laminate and Wood FlooringThis Lot is for the provision of supply and/or fit/refurbishment of different types of laminate and wood flooring including but not limited to laminate boards, laminated wood, plywood and engineered hardwood. Additional flooring products and associated services are also covered within the scope of this Sub-Lot.
Options: ESPO reserves the right to add or remove requirements that are in line with the scope of the framework, throughout the life of the framework.
Renewal: The framework agreement has the option to extend for up to a further 24 months. ESPO may choose to use the extension period(s) where: * The framework is performing well; * It continues to broadly meet customer needs. Planning Information
Suppliers are required to register and complete the relevant stages on the Central Digital Platform if they wish to participate in or bid for this framework. Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 17:00 (5pm) on 30 January 2026. Suppliers wishing to participate in the RFI MUST first express an interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '16_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Suppliers can access and respond to the RFI questionnaire in the Messages section of the eProcurement Portal (via the Activity dashboard once an expression of interest has been registered). Any questions or clarifications should similarly be submitted to ESPO as a message on the eProcurement Portal. Following review of completed RFIs, ESPO may undertake further engagement e.g., via a secondary RFI. This will be used to seek further information on points raised within Suppliers initial RFI responses.

"description": "It should be noted that the Framework could be used in a number of ways where Flooring and associated services are required. Customers wishing to buy Goods and/or Services via the Framework will do so in the following way(s) in accordance with section 45 of the Procurement Act 2023 (and any subsequent amendment or re-enactment thereof): Call-off without competition 'Calling-off' Goods and/or Services from a Supplier identified who is a) included in the Framework, b) suitable for meeting the Customer's specific needs, c) delivers to the geographical region of the Customer, and d) identified as offering the most advantageous solution to the Customer's requirements, based on the Framework pricing and the additional benefits offered by each Supplier. Call-off with competition (Further Competitive Selection Process) 'Calling-off' by conducting a further competitive selection process amongst those Suppliers identified in the Framework as being able to provide the required Goods/supply the required Services. Customers will assess the suppliers as set out in the terms and conditions of the Framework. Please note that once this Framework is established, the right is reserved by the Customer when running a further competitive selection process, to invite the Suppliers to participate in an eAuction.
