Summary of the contracting process

Leicestershire County Council, trading as ESPO, established a UK-wide public sector framework for flooring supply, fitting and refurbishment. The scope covers carpet, vinyl, linoleum, rubber, resin, laminate and wood flooring, including carpet tiles, entrance matting, non-slip and luxury vinyl tiles, rubber tiles, PMMA, polyurethane and epoxy resin, plywood and engineered hardwood. Associated flooring products and services are also included. The framework is divided into carpet, vinyl, linoleum and rubber, resin, and laminate and wood flooring requirements. Delivery is across the United Kingdom. It is intended for public bodies including local authorities, educational establishments, central government, emergency services, NHS bodies, registered charities and registered social landlords. The procurement has been awarded through an open procedure and the framework agreements were signed on 28 August 2026. Awards were made on 13 August 2026 for all five sub-lots. Each lot carries the published overall framework value of £20,000,000 gross (£16,666,667 excluding VAT); ESPO states this is not a guaranteed value for any individual lot and must not be added across lots. Contracts run from 1 September 2026 to 31 August 2028, with an option to extend to 31 August 2030. Carpet, vinyl and linoleum/rubber were awarded to Ace Contract Flooring, Bates Office Services, Crown Flooring, Delta Force Group, Fusion Furniture Solutions, J Slack Flooring, John L Lord & Son, Logic Contract Services, MSB Property Services, ReddiFloor, Retroserve, Tapi Carpets & Floors, The Precise Design and Vestis Contract Flooring. Resin was awarded to Crown, Delta Force, J Slack, John L Lord & Son, Logic and Retroserve. Laminate and wood was awarded to Ace, Bates, Crown, Delta Force, Fusion, J Slack, John L Lord & Son, Logic, ReddiFloor, Retroserve and The Precise Design. Evaluation weighted price and non-price quality equally. A 2% framework fee on supplier turnover applies.

This award demonstrates sustained public-sector demand for contractors able to supply and install multiple flooring types across the UK, with separate specialist capability recognised for resin, resilient flooring, carpet, vinyl, and laminate or wood. The successful supplier group includes both SMEs and larger businesses, showing that scale alone was not the defining feature. A credible future competitor would need reliable product supply, experienced fitting and refurbishment teams, capacity to serve public-sector customers in different regions, and the technical competence to meet economic and technical participation requirements. Strong evidence of quality alongside competitive pricing will matter because both were weighted at 50%. Suppliers should also be able to support call-offs without competition and further competitions, comply with framework terms, and absorb the 2% fee on turnover generated through the framework.

This procurement establishes a framework for the supply, fit and refurbishment of different types of flooring including carpet, vinyl, rubber, linoleum, laminate and hardwood. Additional flooring products and associated services are also covered within the scope of the framework. The Framework is divided into 2 lots, with lot 1 being further divided into sub-lots as follows: Lot 1. Supply and Fitting of: o Sub-Lot 1.1. Carpet o Sub-Lot 1.2. Vinyl Flooring o Sub-Lot 1.3. Linoleum and Rubber Flooring o Sub-Lot 1.4. Resin Flooring Lot 2. Lot Information

Sub-Lot 1.1. Supply and Fit of Carpet

This Sub-Lot is for the provision of supply and/or fit of different types of carpet including but not limited to tufted sheet carpet, carpet tiles and entrance mating. Additional flooring products and associated services are also covered within the scope of this Sub-Lot.

Options: ESPO reserves the right to add or remove requirements that are in line with the scope of the framework, throughout the life of the framework.

Renewal: The framework agreement has the option to extend for up to a further 24 months. ESPO may choose to use the extension period(s) where: * The framework is performing well; * It continues to broadly meet customer needs. ESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). The total estimated framework value captured in this notice includes the option to extend in full as noted above. Note: The overall framework value has been automatically assigned to each lot in this notice as ESPO offers no guarantees or estimates of value that may pass through each individual lot (but the overall usage across all lots is not expected to exceed this overall framework value).

Sub-Lot 1.2. Supply and Fit of Vinyl Flooring

This Sub-Lot is for the provision of supply and/or fit of different types of vinyl flooring including but not limited to vinyl sheet, non-slip vinyl sheet, vinyl tiles and Luxury Vinyl Tiles. Additional flooring products and associated services are also covered within the scope of this Sub-Lot.

Options: ESPO reserves the right to add or remove requirements that are in line with the scope of the framework, throughout the life of the framework.

Renewal: The framework agreement has the option to extend for up to a further 24 months. ESPO may choose to use the extension period(s) where: * The framework is performing well; * It continues to broadly meet customer needs. Renewal: The framework agreement has the option to extend for up to a further 24 months. This Lot is for the provision of supply and/or fit/refurbishment of different types of laminate and wood flooring including but not limited to laminate boards, laminated wood, plywood and engineered hardwood. Additional flooring products and associated services are also covered within the scope of this Sub-Lot.

Options: ESPO reserves the right to add or remove requirements that are in line with the scope of the framework, throughout the life of the framework.

Renewal: The framework agreement has the option to extend for up to a further 24 months. ESPO may choose to use the extension period(s) where: * The framework is performing well; * It continues to broadly meet customer needs. ESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). Planning Information

Suppliers are required to register and complete the relevant stages on the Central Digital Platform if they wish to participate in or bid for this framework. Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 17:00 (5pm) on 30 January 2026. Suppliers wishing to participate in the RFI MUST first express an interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '16_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Suppliers can access and respond to the RFI questionnaire in the Messages section of the eProcurement Portal (via the Activity dashboard once an expression of interest has been registered). Any questions or clarifications should similarly be submitted to ESPO as a message on the eProcurement Portal. Following review of completed RFIs, ESPO may undertake further engagement e.g., via a secondary RFI. This will be used to seek further information on points raised within Suppliers initial RFI responses.
