Summary of the contracting process

Carmarthenshire County Council is working with Ceredigion County Council, Neath Port Talbot County Borough Council, Pembrokeshire County Council and Swansea Council to establish a regional civil engineering contractors framework. It will support civil engineering construction projects and related works across Carmarthenshire, Ceredigion, Neath Port Talbot, Pembrokeshire and Swansea. The planned scope covers very small, small, medium and large civil engineering works, alongside specialist services including demolition, public lighting and associated electrical works, lining and road marking, surfacing, ground investigations, marine works excluding coastal work, traffic management, bridge maintenance, and hard and soft landscaping and landscape maintenance. The procurement is primarily for construction works, with related marine, geological, traffic control and road maintenance services also included. Other public bodies may have the option to use the framework.

This procurement is at the planning stage: the councils have announced an intention to establish the framework, but this record is not an invitation to tender. An open procedure is expected. The framework is planned to start on 8 February 2027, run to 7 February 2030, and may be extended to 7 February 2031. Its anticipated value is £800 million excluding VAT, or £960 million including VAT, across the framework as a whole. A further procurement notice is expected on 5 October 2026. The current indicative tender submission date is 16 November 2026 at 2pm, with enquiries expected to close on 9 November 2026 at 2pm and the award decision expected by 18 January 2027. Three planned lot groups cover county-specific works, regional works and specialist civils works; their structure remains subject to change.

The framework is likely to suit suitably qualified civil engineering contractors, including small and medium-sized enterprises, with capacity to deliver work at different scales across south-west Wales. County-specific lots are expected to cover very small projects up to £75,000 and small projects up to £750,000. Regional lots are expected to cover medium projects from £750,000 to £3 million and large projects above £3 million, potentially including ancillary construction works within larger schemes. Specialist firms may be relevant where they provide demolition, public lighting and electrical works, road marking, surfacing, ground investigation, marine, traffic management, bridge maintenance or landscaping services. Suppliers should prepare for an electronic procurement process through eTenderWales, with tenders accepted in English or Welsh. Final lot and qualification requirements will be set out in the tender documentation.

Carmarthenshire County Council in association with Ceredigion County Council, Neath Port Talbot County Borough Council, Pembrokeshire County Council and Swansea Council intends to establish a new iteration of this Framework by appointing suitably qualified Contractors for the delivery of civil engineering related construction projects and other works across the region. The Framework will include value-banded and geographical/regional lots for Civil Engineering Works (e.g. Very Small, Small, Medium and Large Civils Work) as well as lots for Specialist Civils Work (e.g. Demolition, Public Lighting, Lining & Road Marking, Surfacing, Ground Investigations, Marine Works, Traffic Management, Bridge Maintenance, Landscaping). An initial framework information document is attached to assist interested parties in preparing to bid. However, at this stage, the lotting structure is still under development and may be subject to change. Final framework and lot details will be outlined in the published tender documentation. Lot Information

County-specific lots for Civil Engineering Works

The Framework will include value-banded and geographical lots for Civil Engineering Works (e.g. Very Small Civils Work 0 - 75,000 GBP and Small Civils Work 0 - 750,000 GBP). Please see the Framework Information presentation attached to this Notice for more details of the types of works required in these lots. Please note that the figure for the estimated spend in these lots, is the anticipated total value of the Framework as a whole, over 4 years. As this is a framework arrangement, the values of potential spend for each individual lot cannot be specified. Please also note that at this stage, the lotting structure is still under development and may be subject to change. Final lot details will be outlined in the published tender documentation.

Renewal: Option to extend Framework for up to a further 12 months.

Regional lots for Civil Engineering Works

The Framework will include regional value-banded lots for Civil Engineering Works (e.g. Medium Civils Work 750,000 - 3,000,000 GBP and Large Civils Work 3,000,000+ GBP). The Region may commission ancillary construction works as part of a large civil engineering scheme awarded under these lots, should these be required to as part of the main scheme. Please see the Framework Information presentation attached to this Notice for more details of the types of works required in these lots. Please note that the figure for the estimated spend in these lots, is the anticipated total value of the Framework as a whole, over 4 years.
