Summary of the contracting process

Procure Plus Holdings Limited established a UK-wide framework for building safety, fire compliance and associated consultancy for public-sector and social housing organisations. The scope covers fire risk assessments; fire risk appraisals of external walls and external-wall consultancy; building safety consultancy; fire precaution and compartmentation; external-fabric improvements to medium- and high-rise buildings; soil vent pipe works; fire-alarm design, supply, installation, maintenance and electrical upgrades; sprinkler and mist systems; and related plumbing, surveying and specialist construction. Work is intended for properties across the United Kingdom, with regional work packages covering North West and Cumbria, Yorkshire and Humberside, the North East, East Midlands, West Midlands and the South. The framework can be used by social housing providers, local and combined authorities, emergency services, transport bodies, NHS organisations, educational bodies and other contracting authorities.

This completed procurement used an above-threshold open procedure to appoint a framework, with awards made on 20 April 2026 and a correction adding Calfordseaden LLP to Lot 3. Awarded lots and values are: fire risk assessments, £12m; external-wall appraisals and consultancy, £20m; building safety consultancy, £20m; national fire precaution and compartmentation, £80m; North West and Cumbria, £32m; Yorkshire and Humberside, £32m; West Midlands, £25m; South, £40m; external-fabric improvements, £300m; soil vent pipe works, £20m; fire alarms and electrical upgrades, £32m; and sprinkler and mist systems, £32m. Lots for the North East and East Midlands recorded no final-stage bids. Contracts were signed on 12 May 2026 and run until 11 May 2030, except the amended Lot 3 award, which runs from 29 July 2026. Quality counted for 60% and price for 40%; a 4% award-value win fee applied.

This procurement demonstrates sustained demand for suppliers able to assess and improve fire and building safety across public and social-housing stock. Credible competitors would need capability in fire risk assessment, FRAEW work, building surveying, building-fabric and safety consultancy, compartmentation, external-wall and façade improvement, fire alarms, electrical upgrades, sprinkler or mist systems, soil vent pipes and associated plumbing. The appointed supply base includes specialist fire-safety consultancies, building surveyors, architects, compliance advisers, façade contractors, mechanical and electrical providers, fire-protection installers and larger building contractors. All lots were identified as suitable for SMEs, and the process attracted substantial SME participation, particularly for consultancy and installation work. Businesses should therefore assess both direct delivery capacity and the ability to operate in a multi-supplier framework serving public-sector clients throughout the UK, with regional coverage and additional-property demand in scope.

The reliance on specifications for this purpose is to ensure fairness in the completion of the price element of the tender and is not an indication or preference or exclusivity. • The completion of desk-based research to explore the new guidance for the completion of Fire Risk Appraisals for External Walls to inform the specification and conditions of participation (technical ability). • Engagement with existing supply chain to understand insurance and professional accreditations to inform the conditions of participation (technical ability).
