Summary of the contracting process

West Yorkshire Combined Authority, working with West Yorkshire Police and the South Yorkshire, York and North Yorkshire, Humberside and Cleveland policing authorities, procured voluntary satellite tagging devices and a monitoring system. The supplier is responsible for devices that can be fitted safely, comfortably and durably, together with on-body chargers and other associated equipment. The system must provide the software for monitoring, alerts, data transfer, reporting, analytics and device configuration. The equipment is for use by the participating police forces across West Yorkshire, South Yorkshire, North Yorkshire, Humberside and Cleveland. This is a combined supply-and-support requirement for police satellite tracking, rather than a purchase of standalone devices alone.

The procurement is complete and contracts have been signed. It used an open competitive flexible procedure, with an ITT stage followed by a preferred-supplier stage; 15 bids were received and five reached the final stage. Quality and price each carried 50% of the evaluation. Five force-specific awards went to BUDDI LIMITED on 21 July 2026: West Yorkshire £356,400; South Yorkshire £237,600; North Yorkshire £237,000; Humberside £475,200; and Cleveland £178,200, all excluding VAT. Each contract is active. West Yorkshire’s contract was signed on 22 September 2026 and runs to 31 July 2030, with two possible 12-month extensions at the force’s discretion. The other awards specify the same contract end date and extension option; their contracts were due to start on 1 August 2026. The procurement was a single lot, estimated at £850,000 excluding VAT.

This award shows demand for an integrated satellite-tagging offer to several police forces, combining wearable tracking hardware with the chargers and software needed to monitor devices and manage alerts, data, reporting, analytics and configuration. Suppliers with proven police or related monitoring deployments, capacity to serve differing force-level demand, and the ability to support a multi-year service would be well placed when this requirement next arises.

A competitive flexible procurement was undertaken to award a contract for Voluntary Satellite Tagging System/Device. The Supplier will provide a voluntary satellite tagging devices along with a system in which the tracking devices and associated equipment can be fitted to wearers safely, comfortably, and durably. "Associated equipment" refers to on body chargers and any other equipment related to the monitoring device. Although there are no minimum requirements the expected annual usage per force is below; * West Yorkshire Police: Approx 20-30 * North Yorkshire Police: Approx 10-20 * Humberside Police: Approx 20-40 * South Yorkshire Police: Approx 10-20 * Cleveland Police: Approx 10-15 The supplier will supply all software required to support monitoring, alerting, data transfer, reporting, analytics, and device configuration.
