Summary of the contracting process

The procurement process led by the Education Authority for the supply and delivery of cleaning and hygiene products across Northern Ireland has reached the award stage. The framework agreement, titled "Supply and Delivery of Cleaning and Hygiene Products to the Education Authority," encompasses various educational institutions including primary, post-primary, and nursery schools, as well as controlled youth centres and libraries. The procurement falls under the industry category of goods and is governed by Northern Irish devolved regulations and central government classifications. The framework employs an open procurement method allowing direct call offs at specified prices, supplemented by secondary competitions as detailed in the documentation. The contract was signed on 2nd March 2026, with the procurement period running from 1st April 2026 to 31st March 2030, indicating a long-term commitment to suppliers, particularly regarding items like natural sponges, gloves, bins, and cleaning compounds.

This framework offers substantial opportunities for businesses specialising in cleaning and hygiene supplies. Suppliers like Alliance Disposables Limited and Galgorm Catering & Hygiene Supplies are already aboard, showcasing a mix of large and SMEs capable of fulfilling substantial orders across Northern Ireland. The framework’s design allows flexibility, permitting businesses to engage in supplemental tenders, thus enabling potential growth. The procurement’s requirement for comprehensive delivery capabilities means logistics-focused companies can particularly benefit. Given the inclusion of a management levy within the framework, strategic offerings by small and large enterprises can secure advantageous positions, tapping into recurring supply needs in educational contexts and expanding their portfolio to cover high-demand items amidst fluctuating regulatory landscapes. SMEs are deemed suitable for participation as indicated by the tender’s criteria, encouraging diverse market engagement.
