Summary of the contracting process

The Mid Sussex District Council has completed a procurement process for selecting a cultural operator to redevelop and operate the Clair Hall site, located in Haywards Heath, with the intention of creating a vibrant cultural hub. This procurement is classified under the services category and is part of a selective procurement method that employed a competitive flexible procedure. The process culminated in the award of the contract on 15th June 2026, following the successful tendering by The Digital Picture House Ltd. The contract spans from 26th March 2026 to 25th March 2044, with an estimated value of £45.62 million gross over a 20-year lease term. The Council envisions this site as a centre for community engagement, offering cultural and recreational services under industry categories such as construction for leisure, theatre management systems, and general cultural services.

This opportunity represents significant potential for business growth, particularly for enterprises operating within the cultural and recreational services sector. Small and medium enterprises (SMEs) in theatre management, art performance, and film exhibition are well-positioned to compete for similar contracts or engage as subcontractors or service providers within the broader scope of this cultural hub's operations. The planned redevelopment presents avenues for collaboration with entities that can contribute to the design, construction, and eventual management of the facility, thereby fostering a multidisciplinary approach to cultural service provision. Businesses offering innovative solutions for cultural venue operations or those with expertise in community engagement and inclusive programme development will find ample opportunity to expand their market presence through partnerships with the Clair Hall project.
