Summary of the contracting process

Hull University Teaching Hospitals NHS Trust and Northern Lincolnshire and Goole NHS Foundation Trust are procuring integrated security and car parking services for the Humber Health Partnership. APCOA Parking (UK) Limited was awarded the contract on 10 September 2026 at £21,719,136.80 excluding VAT (£26,062,964.16 including VAT), for 1 December 2026 to 30 November 2031, with one optional two-year extension to 30 November 2033. A previous APCOA award of £4,343,827 excluding VAT (£5,212,592.40 including VAT), also dated 10 September 2026, was cancelled on 18 September 2026 because its published value was incorrect. The tender closed on 29 April 2026, with enquiries closing on 10 April and evaluation due by 18 May. Evaluation used Price per Quality Point: price against technical and quality scoring worth 70 points and social value worth 10.

This outcome indicates demand for suppliers able to combine healthcare security with multi-site parking operations and technology management. A credible competitor for a future requirement would need trained security and guarding personnel, parking enforcement and permit-management capability, and the operational capacity to coordinate services across hospital sites. Experience installing, maintaining and upgrading parking control equipment, payment systems, barriers, automatic number-plate recognition and CCTV would be relevant, alongside the ability to support planned and reactive maintenance. The evaluation placed substantial emphasis on technical and quality delivery, with a separate social value element, so suppliers would need strong service methods, mobilisation planning, performance management and demonstrable social value commitments. Both large businesses and smaller specialist security providers participated in the final stage.

Planning Information

The Humber Health Partnership ("HHP") - covering five hospital sites across Yorkshire, North Lincolnshire, and North East Lincolnshire is initiating a pre-market engagement exercise to explore market capabilities in delivering Healthcare Security Services, comprehensive Car Park Management systems capable of operating across multiple site locations, inclusive of permit management, parking enforcement, reactive and planned maintenance. The Car Park Equipment Solutions (including installation, maintenance, and integrated software platforms) may include the decommissioning of previously used equipment working to preserve the integrity of parking furniture during removal. Scope may extend to CCTV infrastructure investment, reactive, and planned maintenance services seeking engagement on operating capabilities at large scale opportunity. Current car parking equipment at Grimsby, Scunthorpe and Goole is Flowbird, managed Bidvest Noonan and at Hull the system is made up of several suppliers covering ANPR cameras, payment kiosks and barrier equipment managed by APCOA and the APCOA Parkway solution. This engagement is intended to inform the development of a future procurement strategy and is not a formal invitation to tender at this stage.
