Summary of the contracting process

Scotland Excel is procuring a framework for engineering and technical consultancy services on behalf of Scottish councils and other participating public bodies, including associate members, housing associations, universities and colleges, the Scottish Prison Service, NHS bodies and Scottish Government organisations. The work is delivered at locations throughout Scotland within the geographical boundaries of participating authorities. It covers nine service areas: roads and structures; transport and traffic; environmental engineering; land surveying; drainage and flooding; geoenvironmental and geotechnical services; coastal and maritime structures; master planning; and project and commercial management. The framework is intended to give participating bodies a route to procure civil engineering, infrastructure, surveying, environmental, planning and project management advice.

The procurement has been awarded through an open procedure as a framework agreement with up to 35 participants. Awards are active across all nine lots, and contracts were signed on 22 May 2026. The lot values are: roads and structures £48,000,000; transport and traffic £67,200,000; environmental engineering £3,200,000; land surveying £1,600,000; drainage and flooding £9,600,000; geoenvironmental and geotechnical £4,800,000; coastal and maritime structures £3,200,000; master planning £8,000,000; and project and commercial management £14,400,000, all in GBP. Each lot has a 1,440-day contract period. Evaluation weighted technical quality at 60% and price at 40%. Multiple suppliers were appointed to each lot, with 11 to 42 bids recorded per lot.

This procurement demonstrates sustained Scottish public-sector demand for multidisciplinary engineering consultancy, delivered through a multi-supplier framework and divided into specialist lots. Credible competitors need relevant technical and professional capability in one or more of the listed disciplines, with evidence suited to infrastructure, construction, transport, environmental, surveying, planning or project-management commissions. Suppliers must meet the required quality assurance, health and safety and environmental management standards, and state any intended subcontracting and its proportion. Financial credibility is essential: the requirements include employers’ and public liability insurance of £5 million, professional indemnity cover of £1 million per claim with a £5 million aggregate, and statutory motor insurance of £5 million. Framework participants also need to accept the contractual terms and maintain financial standing.
