Accounts Payable Service
Notice Description
The Authority is seeking to procure a contract for the provision of a fully managed Accounts Payable Service for the London Borough of Hounslow and its trading company, Lampton Group. The Services are expected to commence on 1 October 2027. The Services will include, but are not limited to: * Fully managed Accounts Payable service * Customer service and resolution of Accounts Payable queries * Processing of BACS payment runs * Assistance with system upgrades, changes and testing * Mobilisation and implementation of the service * Ongoing service improvement, cost savings and benchmarking * Exit and transition management support The Specification also includes optional services relating to urgent payments and Direct Debit collection services. These optional services form part of the overall scope of the Contract but are not guaranteed. The Authority may, at its sole discretion, activate all or part of the optional services during the Contract Period in accordance with the Contract. The Contract is anticipated to start in February 2027, the Contract Effective Date, for mobilisation and implementation. The fixed Service Go-Live Date is 1 October 2027. The initial Contract term will end on 30 September 2032, unless terminated earlier. The Authority may extend the Contract on two occasions, each for 12 months, giving a maximum Contract term ending on 30 September 2034.

Options: The Contract includes optional services for urgent payments and Direct Debit collection services. These optional services may be activated by the Authority, in whole or in part, during the Contract Period at the Authority's sole discretion. Urgent payments may include the processing of time-critical payments outside of standard payment run arrangements. Direct Debit collection services may include administration, processing, amendments, cancellations, reconciliation and exception handling. The Authority does not guarantee that any optional services will be required or instructed. The Supplier must not commence any optional service unless formally instructed by the Authority in writing and, where required, through a contract variation.
Renewal: The Authority may extend the Contract at its discretion on two occasions, each for a period of 12 months (resulting in a maximum contract length of 7 years). The Contract end date (whether at the end of the Initial Term or any extension) is aligned to the Service Go-Live Date and will fall on 30 September. It is not linked to the anniversary of the anticipated February Contract Effective Date.

The Council intends to hold a series of online interviews with interested providers during August/September 2025. It should be noted that this engagement is not a formal tendering process. The information we gain through our market engagement will help to inform our commissioning intentions and refine our specification for this service.

"riskDetails": "The Authority has identified a number of known but inherently uncertain risks associated with the delivery of Accounts Payable Service. These include; 1. TUPE * TUPE may apply to some or all of the services. Bidders must make their own assessment. * This is a third-generation outsourcing arrangement, so there may be legacy terms or liabilities from earlier transfers. * Any staff information provided may not capture all liabilities, such as accrued leave, disputes or pension issues. 2. Volumes * Transaction volumes, supplier numbers and workload levels are estimates only and may change during the contract term. * Current purchase order compliance is low and may improve or worsen, which could affect workload and exception handling. 3. Systems and data * The service relies on several systems and interfaces, and the full extent of integration complexity may not be known at tender stage. * There may be data quality issues in supplier records, transaction history, workflows or supporting documents. 4. Mobilisation * Knowledge transfer from the incumbent may be incomplete. * Mobilisation may uncover further issues in process documentation, system readiness or handover arrangements. 5. Change during the contract * The Council intends to improve and redesign parts of the procure-to-pay process, so service demand and ways of working may change over time 6. Exit * Future exit arrangements, including any onward transfer and TUPE position at contract end, cannot be fully defined at this stage. Bidder responsibility Bidders are responsible for carrying out their own due diligence and taking these uncertainties into account in their tender."
