Summary of the contracting process

North Yorkshire Council has been involved in the procurement process for a Legal Case Management System intended to enhance their legal services covering areas such as social care, litigation, property, and more. Despite initial planning and tender stages, the process was halted on 11th June 2026 as the Council did not receive any tenders meeting their criteria, leading to the cancellation of the procurement as announced on 25th June 2026. Previously, the procurement involved phases from market engagement in 2025, leading up to a competitive flexible tender planned for 2026. The tender process aimed for a cloud-based solution with an estimated contract value of £483,333.33, targeted to begin in September 2026, and an award decision was anticipated by August of the same year.

Although the tender process was cancelled, the opportunity remains significant for technology firms, particularly those specialising in software package and information systems, IT services, and software-related services. Companies capable of delivering comprehensive cloud-based legal case management solutions inclusive of implementation services, such as data migration, training, and ongoing maintenance, are in a prime position to benefit should the Council decide to re-procure. The approach was notable for its openness to small and medium enterprises (SMEs) and voluntary community and social enterprises (VCSE), promising potential partnerships and future business growth for agile and capable vendors within the IT services sector.
