Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) established a UK-wide framework for floor-cleaning machines, equipment and related services, for use by public sector customers including schools, colleges, NHS bodies and local authorities. Products include scrubber driers, single-disc floor machines, vacuum cleaners and accessories, carpet-care equipment and steam cleaners. The scope also covers emerging cleaning products and robotics, maintenance and servicing, and leasing or rental. For robotic vacuum cleaners and scrubber driers, the framework can cover supply, set-up and mapping, and ongoing service. Customers can use catalogue prices and direct awards where appropriate, or run a further competition for eligible requirements. Deliveries and related work are for public sector customers throughout the UK. The framework provides a purchasing route for both standard cleaning equipment and specialist or innovative cleaning solutions.

The procurement is complete: YPO selected framework suppliers and signed the contracts. Awards were made on 15 September 2026, with contracts signed on 25 September 2026. The contracts run from 25 September 2026 to 24 September 2030; the scrubber-drier contract record gives an end date of 25 September 2030. Each of the eight lots has a stated award value of £3 million gross. Lots cover scrubber driers, single-disc machines, vacuum cleaners, carpet care, steam cleaners, innovative products and robotics, maintenance and servicing, and lease or rental. Seven suppliers were appointed to each of Lots 1–4: Bunzl UK/Arrow County Supplies, IIC Products, Industrial Cleaning Equipment (Southampton), Kärcher UK, Killis, Numatic International and Bunzl UK. Lot 5 has six of these suppliers, excluding Numatic. Lots 6, 7 and 8 have respectively four, three and three suppliers; IIC Products, Industrial Cleaning Equipment and Killis appear across all three, with New Apex also on Lot 6. The open procedure evaluated cost (35%), delivery and customer service (20%), quality (25%), and social value and sustainability (20%).

This framework demonstrates continuing public-sector demand for a broad range of floor-cleaning equipment, alongside servicing, leasing and robotic or emerging solutions. The appointed suppliers include large distributors and manufacturers as well as specialist small and medium-sized businesses, showing that competition was not confined to large national firms. Credible suppliers need suitable products and reliable UK-wide delivery, logistics and contingency planning, backed by responsive customer support and after-sales service. Quality assurance, regulatory compliance, product specification and effective sourcing and supply-chain management were evaluated. For robotics and specialist solutions, relevant technical capability and the ability to support installation or mapping may be important; servicing and maintenance capability matters for that strand, while leasing capability is relevant to rental. Environmental performance, sustainability commitments, social value and supply-chain ethics also formed part of the assessment.

This will be on a Direct Award/Award Without Competition which will feature on company website and potentially annually printed catalogues. This will give Schools, Colleges, NHS & Local Authorities a compliant route to purchasing their cleaning machine needs. There will also be a Further Competition arm to this Framework for the supply, set up (mapping) & service of Robotic Vacuum Cleaners & Robotic Scrubber Dryers.

Lot Information

Scrubber Driers

Options: Any resulting Framework and Call Off Contracts shall be deemed to cover any goods, services or solutions that can be supplied by the successful Tenderer(s) within the scope of Floor Cleaning Machines and Robotics for the full duration of the Framework. This includes, but is not limited to, additional product types, accessories, consumables, maintenance, servicing, software, or emerging and innovative cleaning technologies that fall within the remit of the Framework.

Single Disc Floor Machines

Options: Any resulting Framework and Call Off Contracts shall be deemed to cover any goods, services or solutions that can be supplied by the successful Tenderer(s) within the scope of Floor Cleaning Machines and Robotics for the full duration of the Framework. This includes, but is not limited to, additional product types, accessories, consumables, maintenance, servicing, software, or emerging and innovative cleaning technologies that fall within the remit of the Framework.

Vacuum Cleaners

Options: Any resulting Framework and Call Off Contracts shall be deemed to cover any goods, services or solutions that can be supplied by the successful Tenderer(s) within the scope of Floor Cleaning Machines and Robotics for the full duration of the Framework. This includes, but is not limited to, additional product types, accessories, consumables, maintenance, servicing, software, or emerging and innovative cleaning technologies that fall within the remit of the Framework.

Carpet Care

Options: Any resulting Framework and Call Off Contracts shall be deemed to cover any goods, services or solutions that can be supplied by the successful Tenderer(s) within the scope of Floor Cleaning Machines and Robotics for the full duration of the Framework. This includes, but is not limited to, additional product types, accessories, consumables, maintenance, servicing, software, or emerging and innovative cleaning technologies that fall within the remit of the Framework.

Steam Cleaners

Options: Any resulting Framework and Call Off Contracts shall be deemed to cover any goods, services or solutions that can be supplied by the successful Tenderer(s) within the scope of Floor Cleaning Machines and Robotics for the full duration of the Framework. This includes, but is not limited to, additional product types, accessories, consumables, maintenance, servicing, software, or emerging and innovative cleaning technologies that fall within the remit of the Framework.

Products falling within the scope of Lots 1-5, including innovative and emerging solutions and robotics

YPO are looking to start Pre-Market Engagement for the provision of Floor Cleaning Machines & Robotics to be delivered to Public Sector Customers Directly, UK Wide. YPO intends to close the preliminary market engagement by 01/09/2025. Please can you contact Rob.hazelgrave@ypo.co.uk to register your interest in participation for this tender. You will then be asked for availability during a time frame in the next 3 weeks to partake in a supplier conference which will detail how the current framework works, what we're looking for moving forward and an explanation around the tender process and expectations. This will be followed by a questionnaire to enable technical specifications to be fairly drafted for the Tender. Once the surveys are completed and returned and the feedback has been acted on, we will look to start the tender process.
