Summary of the contracting process

National Highways Limited is procuring the Maintenance and Response 2 Framework for maintenance and reactive services across the strategic road network in England, covering more than 4,500 miles of motorways and major A roads. The works category includes cyclical and urgent reactive maintenance, incident response, severe-weather operations and winter maintenance. It also covers operational roadside technology maintenance and schemes, engineering and electrical work, road surfacing and repair, drainage and gully cleaning, sweeping, signage, lighting, traffic signals, safety barriers, fencing and selected asset renewal. The procurement is divided into seven location-based lots: South West, South East, East, Midlands West, Midlands East, North West, and Yorkshire and North East. The successful suppliers will support National Highways’ network operations in their awarded locations.

The procurement has reached tender: National Highways invited shortlisted applicants to submit offers through a selective competitive flexible procedure under the Procurement Act 2023. Expressions of interest are due by 26 October 2026 at 10:00, and enquiries close on 12 October 2026 at 23:59. The anticipated contract period is 6 January 2028 to 1 July 2037, with a maximum extent date of 28 February 2037 for Lot 1. The estimated total value is £7,960,713,652 excluding VAT and £9,552,856,382 including VAT. Lot values excluding VAT range from £671,032,885 to £1,094,387,452. There are seven lots, with one supplier appointed per location and up to two lots awardable to each supplier. Quality, including social value, carries 60%; commercial price carries 40%.

This opportunity suits established highway maintenance, roadworks, infrastructure and engineering businesses able to deliver planned maintenance alongside urgent response and incident operations. Relevant capability includes road surfacing, markings, barriers, fencing, lighting, signs, traffic-control technology, drainage, sweeping, snow and ice clearance, and asset renewal. Suppliers should be able to demonstrate both technical ability and economic and financial capacity through the procurement-specific questionnaire. The process is designed for organisations with the resources, equipment, people and operational resilience to support a large strategic road network over a long-term programme. It may also suit smaller and medium-sized enterprises, as the procurement identifies the lots as suitable for SMEs. A supplier can apply for multiple locations, subject to the award limit of two lots.

Notice Description

This notice relates to the procurement of the Maintenance and Response 2 (M&R2) framework, which will deliver maintenance and reactive services for National Highways, across the strategic road network (SRN). The SRN is one of the biggest and most important pieces of infrastructure in the country, and is comprised of more than 4,500 miles of motorways and major A roads which are at the core of our national transport system. The M&R2 framework will consist of seven location based lots and, following the procurement exercise, a single supplier will be appointed to deliver the services in each location. Each successful supplier will also be appointed to an overarching framework agreement, to provide resilience across the network in the event of supplier failure. This notice is issued by National Highways, inviting suppliers to participate in a market engagement event scheduled for 16/01/2026 and to be held in-person in Birmingham. To submit an expression of interest, please contact the mr2procurement@nationalhighways.co.uk inbox, stating that you wish to attend and providing the email addresses of up to 3 attendees. You will then be contacted in early January 2026 with an invite to the event. Please submit your expression of interest by 19/12/2025. Please note, the venue has limited capacity and therefore invites will be allocated in order of receipt. Furthermore, depending on the number of expressions of interest received, National Highways reserves the right to reduce the number of attendees per organisation.
