Notice Description

Welsh Government has confirmed their commitment to a lung cancer screening programme in Wales. This follows a positive recommendation from the UK National Screening Committee (endorsed by the Wales Screening Committee), a successful pilot of lung cancer screening in the North Rhondda area and the completion of a scoping report by Public Health Wales setting out an assessment of the available evidence and, from this, a recommended pathway and delivery model. Public Health Wales have completed an exploration phase of service design, user needs and technical requirements. They are now looking to appoint a Supplier to provide a Participant Administration System (PAS) to be in place for rollout of the Programme in April 2028. This will be on a managed service basis. The tender is being conducted on eTenderWales and the full tender pack is available on that platform.

Any Tender responses not correctly completed in accordance with the requirements of this ITT and/ or containing omissions and which are deemed to be a non-compliant Tender may be rejected at this point. Where a tender response is rejected at this point, it will automatically be disqualified and will not be further evaluated. Where a Tender is found to be a non-compliant Tender and the commissioner doe does not exercise its sole discretion to reject the Tender, the Tender will be evaluated in accordance with the evaluation methodology described in this ITT. Phase 2 - Conditions of Participation - Qualification - If a bidder succeeds in passing stage 1 of the evaluation, then it will be assessed on the basis of the information provided in response to each of the questions set out in the conditions for participation (Qualification). The Qualification Envelope will be evaluated to determine the bidder's capacity and capability to provide the requirement. Responses to questions will be evaluated on the basis of the scoring methodology set out in the qualification envelope. Bidders are to note that any Tenders which do not meet the conditions for participation minimum threshold and do not pass all questions within the qualification envelope, will not proceed to the technical evaluation stage of the evaluation process. If a bidder's responses to the qualification meet the commissioner's minimum threshold and pass all questions within the qualification envelope, it will proceed to Stage 3. Review of the technical evaluation. Stage 3 - Technical (Scored Requirements) - Bidders who have passed all proceedings stages will have the technical (scored) response evaluated in accordance with the evaluation methodology set out in the ITT document. Bidders that pass the written technical evaluation will be invited to present their bids to the panel. The presentation will be unscored but clarifying questions may be asked. Original scored may be adjusted in light of clarification responses. Stage 4 - Commercial - Bidders who have passed all proceedings stages will have the commercial response evaluated as set out in the ITT document."
