Summary of the contracting process

The procurement process initiated by Public Health Wales aims to implement a Participant Administration System (PAS) for the Lung Cancer Screening Programme in Wales. The project, undertaken in collaboration with NHS Wales Shared Services Partnership, is structured under the legal framework of the 2023 UK Public Procurement Act. The procurement, currently at the tender stage, encourages bids until the closure on 24th June 2026. This procurement, classified under IT and medical information systems, follows an open, competitive flexible procedure, with evaluation spanning technical capabilities and commercial offers. The contract spans from 12th October 2026 to 11th October 2031, with potential extensions to 2034. This programme is based in the UK region, specifically Cardiff, and targets technological advancements for the healthcare system.

This tender represents a substantial growth opportunity for businesses specialising in IT services, software development, and medical system support. Companies that excel in patient information management and cloud-based data services could find this opportunity particularly lucrative. With a substantial project value exceeding £2 million, it caters to a managed service delivery, allowing suppliers to demonstrate their capability in overseeing and maintaining complex health information systems. Small and medium-sized enterprises with relevant expertise are also encouraged to participate, with the competitive process allowing for significant visibility and contribution to an essential public health initiative in Wales.

Notice Title

PHW-FTS-62385 - LUNG CANCER SCREENING WALES: PARTICIPANT ADMINISTRATION SYSTEM

Notice Description

Welsh Government has confirmed their commitment to a lung cancer screening programme in Wales. This follows a positive recommendation from the UK National Screening Committee (endorsed by the Wales Screening Committee), a successful pilot of lung cancer screening in the North Rhondda area and the completion of a scoping report by Public Health Wales setting out an assessment of the available evidence and, from this, a recommended pathway and delivery model. Public Health Wales have completed an exploration phase of service design, user needs and technical requirements. They are now looking to appoint a Supplier to provide a Participant Administration System (PAS) to be in place for rollout of the Programme in April 2028. This will be on a managed service basis. The tender is being conducted on eTenderWales and the full tender pack is available on that platform.
