Summary of the contracting process

Regional Business Services Organisation Procurement and Logistics Service procured maintenance services for maternity, obstetric, specialist paediatric and neonatal equipment on behalf of Northern Ireland’s Health and Social Care Trusts. The requirement covers neonatal and infant incubators, Resusitaire and infant warmers, cooling systems, foetal monitors and handheld Dopplers, phototherapy and jaundice-management equipment, birthing beds and profiling cots, examination chairs, and fertility equipment. Delivery is across participating Trust sites in Northern Ireland, including Belfast, Antrim, Portadown and Londonderry. The work is specialist repair and maintenance of medical equipment, including the equipment categories classified under CPV 50421000. The Belfast, Northern, South Eastern, Southern and Western Health and Social Care Trusts participated in the procurement.

The open procedure is complete and contracts have been awarded. Awards were made on 11 May 2026, with contracts signed on 11 May or 1 June 2026. The Belfast Trust award is £2,093,405 excluding VAT to Oxygen Care Ltd, Draeger Medical UK Ltd and MDI Medical NI Ltd. Northern Trust’s award is £274,760 excluding VAT to Draeger Medical UK Ltd. South Eastern Trust’s award is £2,887,608 excluding VAT to Oxygen Care Ltd, Draeger Medical UK Ltd, MDI Medical NI Ltd, Drive DeVilbiss Sidhil Ltd and Coffey Healthcare Ltd. Southern Trust’s award is £709,235 excluding VAT to Oxygen Care Ltd, Draeger Medical UK Ltd and MDI Medical NI Ltd. Western Trust’s award is £1,367,174 excluding VAT to Oxygen Care Ltd, Draeger Medical UK Ltd, MDI Medical NI Ltd and Drive DeVilbiss Sidhil Ltd. Contracts generally run from 1 July 2026 to 30 June 2031, with extensions of up to 36 months; the Southern contract ends 31 July 2031.

This procurement demonstrates sustained Northern Ireland demand for planned and responsive maintenance of maternity, neonatal and related clinical equipment across multiple Health and Social Care Trusts. Credible competitors would need proven competence servicing incubators, infant warmers, cooling systems, foetal monitors, Dopplers, phototherapy and jaundice equipment, birthing beds, profiling cots, examination chairs and fertility equipment. They would also need sufficient engineering capacity to cover multiple hospital sites, manage varied equipment types and support safe clinical operation. The awarded supplier mix shows that both specialist manufacturers or authorised service providers and independent medical-equipment maintenance businesses can compete. A strong future proposition would combine technical quality, dependable regional response, equipment-specific expertise, social-value delivery and sharply controlled pricing, since price represented 90% of the scored evaluation and social value 10%, alongside a mandatory pass/fail quality assessment.
