Summary of the contracting process

Fermanagh and Omagh District Council, a public authority in Northern Ireland, is currently in the planning stage of a procurement process. The council is conducting a pre-market engagement exercise to explore the possibility of contracting a supplier for the digitisation and disposal of planning records. This process will assess the level of market interest and potential options available, with an emphasis on using emerging technologies, including AI. Interested parties are invited to submit their pre-market engagement questionnaires by 12:00 Mid-Day on 7th October 2025. The project aims to improve operational efficiencies and generate revenue while ensuring the preservation of historical records.

This opportunity presents a lucrative prospect for businesses specialising in document management, scanning services, and computer-related services, particularly those adept in AI technologies. Companies that can deliver innovative solutions for document creation, management, and secure disposal will find themselves well-positioned to compete. Additionally, there may be opportunities to develop online access platforms for the digitised records, enhancing their public utility and revenue potential. The contract period is projected to start on 15th May 2026, encouraging firms interested in long-term collaboration to participate in the pre-market discussions.
