Summary of the contracting process

The procurement process initiated by ateb Housing Group Ltd, located in Haverfordwest, aims to establish a comprehensive framework for various retrofit, planned, and decarbonisation works in the West Wales area, contributing to their net zero targets. This process, split into seven lots, covers a wide range of services including planned electrical and mechanical installations, retrofit electrical and mechanical works, fabric improvements, whole-house solutions, and M&E consultancy. The procurement was carried out using an open procedure and entails a contract completion by May 2028, with an option to extend until 2030. The award stage for this procurement is currently pending, with the initial award date set for 14th May 2026, and contracts expected to commence on 1st June 2026.

This tender represents significant business opportunities, especially for SMEs in the construction, repair, and maintenance sectors, as well as for those specialising in energy solutions and sustainability. The framework agreement allows for multiple contractors to be appointed, which ensures broader participation and offers both local and regionally based businesses a chance to contribute to large-scale public sector initiatives. Companies capable of delivering high-quality work at competitive prices stand to grow their portfolios substantially, particularly those offering expertise in renewable energy systems, mechanical and electrical installations, or other aspects related to building modernisation and compliance with safety regulations.
