Summary of the contracting process

The Regional Business Services Organisation Procurement and Logistics Service procured maintenance services for anaesthetic machines, ventilators and associated humidifiers used by Northern Ireland’s Health and Social Care Trusts. Contracts run from 1 August 2026 to 31 July 2031, with options to extend for up to 60 months and additional purchases during the term.

This procurement demonstrates sustained Northern Ireland demand for specialist servicing of anaesthetic and ventilation equipment across multiple NHS Trusts. Suppliers best placed for a future requirement would have proven competence maintaining medical and surgical equipment, including both anaesthetic machines and ventilators, with the technical coverage and field-service capacity to support several hospital sites. Credibility would also depend on reliable planned preventive maintenance, responsive repair capability and disciplined service administration. The awarded performance requirements include completing scheduled preventive maintenance within agreed timescales, issuing accurate and complete service reports within three working days of service or repair, and reporting progress on social value commitments. The competition attracted seven valid bids, including several SMEs and established medical-equipment suppliers.

This is a Preliminary Market Engagement Notice to seek engagement with the market place to ascertain how suppliers can assist the HSCNI in ensuring their Anaesthetic Machines and Ventilators (inc. Humidifiers) are effectively maintained across all sites. To this end, Regional Business Services Organisation Procurement and Logistics Service wish to engage with potential suppliers on behalf of Health and Social Care for Northern Ireland to obtain a market view of the potential requirements through a questionnaire. Any interested suppliers are required to submit their response through eTendersNI. All correspondence in relation to this tender will be communicated via the secure eTendersNI messaging area. Suppliers will be required to return answers to the questionnaire and any comments no later than 15:00 on Thursday 9th October 2025. Suppliers should also note that any interest shown does not constitute a commitment to participate in any future tendering exercise.
