Show Homes: Interior Design Framework
Notice Description
Plumlife Homes, a subsidiary of Great Places Housing Group, is establishing a framework for Interior Design services to support its show homes across the North West of England. The single lot will cover: (1) The development of design concepts, room by room styling plans, and Furniture, Fixings & Equipment (FF&E) selections in line with Plumlife approved specifications. (2) Full project management of Show Home Design & Installation, including oversight of any on-site work. (3) Management of any additional subcontracted support for tradesman and/or decorators.
Lot Information
Lot 1
Options: Plumlife Homes currently uses a separate contractor for flooring installation, and flooring is therefore excluded from the core scope of this framework. However, the Authority reserves the right to include flooring supply and/or installation within this contract as an optional service, to be instructed on a project-by-project basis. Plumlife Homes may exercise the following options during the procurement phase: I. Plumlife Homes may alter or amend the tender notice to ensure it remains compliant with the Procurement Act 2023. II. Plumlife Homes may alter, before the submission deadline for Stage 1, the CFP description, stages or evaluation is this is proportionate based on clarifications received. III. Plumlife Homes may alter the tender documents where this is reasonable and proportionate to do so, for example, non-substantial amendments to remove errors, omissions, provide further detail or to ensure it is more readily understood. IV. Plumlife Homes may abandon this procurement process at any time. It shall have no liability whatsoever to any Potential Providers, should it elect to abandon this procurement exercise. V. Plumlife Homes may alter the procurement timetable at its discretion. VI. To clarify any part of a submission received at any stage. VII. To use alternative electronic means of receiving tenders in the event of technical difficulties with the e-tender platform during the Competitive Flexible Procedure. Plumlife Homes may exercise the following options during the Contract Period: I. The Contract Area or Contract Period may be extended to require Suppliers to deliver additional services or locations that are in keeping with the nature of the contract for presently unknown variables, such as: > to support other departments within Plumlife Homes > in cases of urgency > in cases of an alternative contract failure or termination Contingency for Central Digital Platform (Find a Tender Service) Failure In the event that the Find a Tender Service (FTS) or associated central digital platform is unavailable or experiencing significant disruption, the Plumlife Homes reserves the right to utilise alternative publication and communication routes in accordance with Regulation 5 of the Procurement Regulations 2024. Where such contingency measures are implemented, Plumlife Homes will ensure that all relevant information, including procurement notices, updates and any amendments to timescales (including standstill periods), are communicated transparently and directly to all participants via alternative means. Bidders are responsible for ensuring they remain accessible via the contact details provided and acknowledge that, in such circumstances, formal notifications may be issued outside of the FTS platform. All bids are to remain valid for acceptance for a period of 6 months.
Planning Information
A Preliminary Market Engagement (PME) UK2 Notice has been issued to help Great Places develop an understanding of: (1) Supplier capacity, (2) suitable pricing mechanisms, and (3) the scope of services that the market can deliver. The eventual contract scope is at this stage not yet fully determined. However it is likely to include: - Presentation of initial design concepts as per any one individual show home requirement. - Full project management of Show Home Design & Installation, including oversight of any on-site work. - Management of any additional subcontracted support from tradesman and/or decorators. We invite suppliers to complete an online survey, accessible via desktop or mobile: https://forms.office.com/e/3ULdghWGBy The survey should take approximately 15 minutes to complete. Responses are anonymous by default, but you may leave your contact details if you wish to be notified when the tender is published. Respondents must declare any actual, potential or perceived conflicts of interest. Deadline for responses: Friday 3rd October 2025 Great Places reserves the right to extend this deadline at its discretion. Great Places reserves the right to conduct additional preliminary market engagement notice not described in this notice to help meet the objectives of the PME. This notice is issued in accordance with Sections 16 and 17 of the Procurement Act 2023 and is for preliminary market engagement only. It is not a call for competition. Participation in this exercise is voluntary and not a prerequisite for bidding in any future procurement. The formal tender process will be conducted in accordance with the Procurement Act 2023 and associated regulations.
