Summary of the contracting process

Stoke on Trent City Council is seeking a strategic partner to co-develop and implement a Target Operating Model (TOM) for digitisation, focusing on business support and administrative functions. This procurement process is designed to enhance internal operations by reducing manual tasks and modernising service delivery through automation. The tender is a two-stage process under a below-threshold open competition, currently in the tender update stage. Prospective bidders should note that the tender period closes on 24th October 2025. This procurement falls under the services category with a gross budget of £125,000 and is located in the United Kingdom, specifically the Stoke-on-Trent region. The contract is expected to commence on 1st November 2025 and conclude by 1st May 2026.

This opportunity offers significant potential for businesses specialising in systems and technical consultancy, as well as business and management consultancy services, particularly those experienced in digital transformation and automation processes. Small and medium-sized enterprises (SMEs) are particularly encouraged to participate given the suitability criteria outlined. Engaging as a strategic partner provides a valuable opportunity to collaborate with a public authority, building expertise in the public sector while demonstrating change management and digital transformation capabilities. Winning this tender could enhance market visibility and lead to more government collaboration opportunities in the future.

Notice Title

Strategic Partner - Target Operating Model for Digitisation

Notice Description

This procurement will follow a two-stage process under a below-threshold open competition. Stage 1 will involve the use of a Procurement Specific Questionnaire (PSQ) to assess supplier suitability. Shortlisted suppliers will then be invited to submit a full tender response in Stage 2. Engagement of a strategic partner to co-develop and implement a comprehensive Target Operating Model (TOM) for business support and administrative functions across the organisation. The initiative will focus on streamlining internal operations, reducing manual processing, and modernising service delivery through ethical and effective use of automation. The partner would be engaged in 2 phases; to review and identify the opportunities and then to support the deployment of relevant technology into the organisation. The outcome expected in the first phase would be a target operating model identifying where AI and digital could automate processes or services.
