Summary of the contracting process

Peterborough City Council has procured building adaptations and related works for its Care and Repair service, supporting older, disabled and otherwise vulnerable adults and children to live independently, safely and warmly in their homes. Work includes extensions, internal alterations, level-access showers and installation of minor aids and adaptations. The Council’s Home Service Delivery Care and Repair Team manages the work, predominantly across Peterborough city and surrounding areas. Adaptations are often grant-funded, while level-access shower work may also use private, charitable or social-care funding. The requirement covers occupied domestic properties, where contractors are expected to minimise disruption and complete work promptly.

The open-procedure procurement has reached award stage and created an open framework with one lot. Fourteen suppliers were selected: Allworks Home Improvements, Ashco Building and Maintenance Services, Aspire Adaptations, BSG Property Services, Casbon Building Services, Eric Group, Foster Building Services, Lindum Group, Morley Building Services, Northdown Property Services, Princebuild, Rawheat, T. M. Browne and Westone Housing. Maplethorpe & Mooney was added in a subsequent award dated 6 October 2026. Each award is recorded at £22 million excluding VAT (£26.4 million including VAT); these are framework values, not separate supplier allocations. The contract period begins 2 November 2026, with the first term running to 1 November 2028 and possible extensions within an overall framework term of up to eight years. Awards were based entirely on qualitative criteria.

This framework demonstrates sustained demand for domestic adaptations and minor building works from Peterborough City Council, including work in occupied homes for people who may be elderly, disabled, vulnerable or on low incomes. Credible competitors need to show relevant building and adaptation experience, competent and suitably qualified staff, and the ability to respond quickly to orders and finish work promptly while keeping disruption to residents low. The Council’s conditions of participation cover relevant professional registrations, qualifications, organisational processes and procedures, DBS checks, and compliance with the Building Safety Act 2022. Suppliers can price the work elements they are equipped to deliver through a schedule of rates, rather than covering every type of work. Local presence and responsiveness are valued, and the framework was designed to support SME participation.

Notice Description

Open Framework procured for Peterborough City Council in accordance with the Procurement Act 2023, for the provision of adaptations including extensions, internal alterations, level access showering facilities and associated works in domestic properties; The installation of minor aids and adaptations in domestic properties. The overall aim of the works specified within the Care and Repair Open Framework Agreement is to assist and support elderly, vulnerable and disabled local residents (adults and children) to live independently and be warm and safe. The work will be undertaken in conjunction with the Home Service Delivery Care and Repair Team within Peterborough City Council. The work will predominantly be in the Peterborough City Council Unitary Authority area. Most will be in the city, but some will be in the surrounding areas of Peterborough. The specific aim for each contractor of the Open Framework Agreement and Schedule of Rates is to: - Use responsive, suitably qualified, and experienced, competent and knowledgeable contractors - Use locally based contractors to aid in the responsiveness of the service - Produce high quality work with minimum disruption for clients - Obtain value for money - Commence work promptly following the receipt of an order - To complete the work promptly - Work in occupied properties with the minimum disruption to the client who will be included in one or more of the following categories: elderly, disabled (mentally and/or physically), vulnerable, on a low income. This list is not conclusive. The expected benefits of procuring work this way are a reduction in delays and poor experiences with contractors, and a consistent and shortened timescale from date of first enquiry to completion or work. The work is in Peterborough City Council (PCC) Unitary Authority area through the Peterborough Home Services Delivery Care and Repair Team (C&R). The adaptations will often be funded by Disabled Facility Grants approved by Peterborough City Council. However, the Level Access Shower schedule of works may be used for work that the Care & Repair Team manages which is funded privately, by charities, benevolent funds, by Adult Social Care or Children's Services. It may also form the basis for work which Peterborough Care & Repair may arrange on behalf of other local Councils. The minor aids and adaptations, which is predominantly of low value (under PS1,000), is funded from Adult Social Care Budgets The Authority intends for the Open Framework to last for the maximum possible term of 8 years, conforming to the provisions concerning reopening as set out in Section 49 of the Procurement Act 2023.

Lot 1

Renewal: There is no limit to the number of providers who may be awarded a place on the Open Framework. As such, providers who are awarded a place on Framework 1 will not have to re-submit a Bid to join subsequent Frameworks under the Open Framework, and will instead have their contracts extended in accordance with the overall Open Framework term. Therefore, the Council shall have the option, at its sole discretion, to extend Framework 1 of this Open Framework Agreement beyond the initial term, by a further period of up to five years, in two increments of two years and one increment of one year (each increment being an "Extension Period"), making a total possible Term of eight years. Subsequent Framework Agreements (Framework 2, 3 etc) awarded under this Open Framework shall be extended as necessary to allow them to align with the overall Open Framework term of 8 years.

Peterborough City Council's (PCC) Care & Repair Home Improvement Agency, part of the Adult Social Care Home Service Delivery Team, anticipates undertaking a procurement exercise for the provision of an Open Framework for contractors to deliver grant funded adaptations and building works. We are inviting organisations that might be interested in delivering this service either individually or in partnership with others, to attend a supplier engagement event. The event will provide information on the commissioning of the service, and the procurement process itself. It shall take place from 10am - 12:30pm on 17th October 2025 in the Engine Shed at Sand Martin House, Bittern Way, Peterborough, PE2 8TY Attendance at this event is not mandatory for those wishing to take part in the upcoming procurement activity.
