Summary of the contracting process

Cwm Taf Morgannwg University Health Board bought a temperature monitoring system for its Pathology departments, including ongoing calibration, maintenance and support. The requirement covers automated 24/7/365 monitoring across identified areas, alerts for temperature excursions, reporting of graphical and numerical data, configurable software, and sensors or probes operating from -80°C to +60°C. The system must support temperature logging across the Health Board’s geographical area, with scope to expand. It includes annual ISO 17025-compliant calibration, compliance with BSQR temperature-monitoring requirements, and UK Blood Bank laboratory deployment subject to MHRA inspection. Initial and continuing training and customer support are required. Delivery is across the Health Board area in Wales, including locations in the UKL15 and UKL17 areas. NHS Wales Shared Services and Partnership managed the procurement.

A credible future competitor would need to deliver reliable automated monitoring continuously across multiple Pathology locations, with configurable software, meaningful audit-ready reports and dependable alert routes including audible alarms, email, text or paging. It would need sensors and probes covering a wide temperature range, replacement and expansion capability, and strong customer support to maintain continuity. Relevant evidence includes annual calibration of every sensor to ISO 17025, calibration measurement uncertainty on certificates, compliance with BSQR requirements and deployment in a UK Blood Bank laboratory inspected by the MHRA. Providers should also be able to deliver training, maintenance and geographically distributed service support.
