Summary of the contracting process

The Education Authority in Northern Ireland has initiated a Preliminary Market Engagement (PME) exercise for the provision of a Teacher Professional Learning (TPL) Solution aimed at both teaching and non-teaching staff in school settings. This process, currently in the planning stage, invites businesses to provide insights into innovative solutions and industry developments. The PME exercise is part of the scoping phase and not a formal procurement stage. Submissions for this exercise are due by 19th November 2025. The engagement is based in Belfast, Northern Ireland, within the IT and software industry, and the estimated contract value could reach up to £13,000,000 with possibilities for renewal from 2026 to 2036.

This tender represents a significant opportunity for companies specialising in IT services, software development, and industry-specific software packages to potentially shape the future of educational professional development solutions in Northern Ireland. Businesses equipped with innovative and scalable solutions tailored to the educational sector stand to benefit from this engagement. Participating in the PME exercise offers a platform for companies to showcase their capabilities and contribute to the dialogue that will inform future procurement processes. Firms with a strategic focus on technological advancements in educational settings may find this opportunity particularly rewarding.
