Summary of the contracting process

The Education Authority is procuring a teacher professional learning system for schools, teaching staff, its own teacher professional learning provision, external educational stakeholders and approved third-party providers. This is a software and IT services requirement covering a specialist learning platform, implementation, support, development and consultancy. Expected functionality includes individual learning profiles and professional development portfolios, targeted learning groups, a resource library, communication and collaboration tools, system administration with permissions and role-based access, course-content creation and artificial intelligence tools. The system and related services will be delivered across the United Kingdom, for the Education Authority and participating schools and education stakeholders.

The process has reached tender: the Education Authority invited offers through a selective competitive flexible procedure, with electronic submission through eTendersNI. It includes an open dialogue before suppliers are invited to submit final tenders. Questions had to be submitted by 21 August 2026 at 15:00, and tenders by 2 September 2026 at 15:00. The planned award decision date is 9 October 2026. The contract is expected to run from 12 October 2026 to 9 October 2031, with possible extensions to 9 October 2036. Its estimated value is £13.5 million excluding VAT, or £16.2 million including VAT. One supplier is intended to be appointed. Evaluation is weighted 60% quality and 40% cost.

Relevant experience should cover learning and professional development systems, content creation and curation, content migration, user and permissions administration, collaboration tools, artificial intelligence features, service performance and service levels. The requirement is identified as suitable for small and medium-sized enterprises, but bidders must satisfy the technical conditions of participation and demonstrate sufficient delivery capacity.

The Education Authority is inviting tenders for the purpose of establishing a contract for the supply/provision of a Teacher Professional Learning System (TPL) System for: * Schools * Teaching Staff * EA Teacher Professional Learning Provision * External Educational Stakeholders * Approved TPL 3rd party providers The Contract is for a period of 5 Years with the possibility of extension for 2 years + 2 years + 1 year The EdIS Programme is a significant programme of work taking place to procure and implement systems and services for the Education Authority and schools. This project is being taken forward as part of the implementation of the Department's TransformED Strategy under separate business case and funding cover to the EdIS Programme. EA's intention is to award the contract to one supplier for a five-year period with the possibility of extension for two years + two years + one year.

Options: EA reserves the right to add additional users such as EA Corporate staff throughout the lifetime of the Contract. No guarantees of taking up this option are given. Any extension and/or options will require further Business Case approval as and when required. Suppliers should note that the Business Case, once approved will cover the initial period and TPL requirement only.

Planning Information

Suppliers who wish to participate in the PME exercise must return the completed questionnaire via the messaging function of the CfT on eTendersNI no later than 15:00 on Wednesday 19th November 2025. As part of the PME exercise, participants may be invited to attend a follow-up session with EANI to explore and discuss the information provided in their response, this will be at the discretion of EANI.
