Summary of the contracting process

Kent County Council, through Procurement Services, is buying a UK-wide framework for bus shelters, real-time passenger information systems and related services, for use by local authorities and other eligible public-sector organisations. One lot covers shelters, canopies, walkways, bus stations, trolley and cycle shelters, associated infrastructure, design and planning, sustainable products, power and Wi-Fi connections, installation, integration, managed services, maintenance, cleaning, refurbishment and project management. The other covers real-time passenger information and electronic travel information, with displays at stops, bays, terminals, on vehicles, in control rooms and through apps, plus smart ticketing and display technology. The work is intended to provide a reliable, reasonably priced service. Delivery is across the United Kingdom.

The buyer invited offers through an open procedure. The framework is divided into two lots: bus shelters and associated services, and real-time passenger information systems. The stated contract period for both lots runs from 2 February 2027 to 1 February 2031. Questions were due by 19 October 2026 at 17:00, and bids by 6 November 2026 at 17:00; the award decision was expected by 5 January 2027. The estimated gross value is £480 million for each lot, with an overall stated gross value of £960 million (£800 million excluding VAT). Evaluation for each lot weights quality at 60%, price at 30% and social value at 10%. Successful suppliers pay a fee equal to 1% of the award value. Framework call-offs may use direct award, a rapid request for quote or further competition.

The requirement suits suppliers able to deliver either physical transport infrastructure or passenger information technology, and SMEs are expressly considered suitable for both lots. Shelter suppliers should be able to provide and install varied structures, connect power and Wi-Fi, integrate with existing assets, and deliver design, planning, project management, maintenance, cleaning and refurbishment. Suppliers offering real-time information should be capable of providing passenger-facing electronic information across stops, terminals, vehicles, control rooms and apps, as well as smart-ticketing systems and displays. The framework also offers a route to work for a broad range of public-sector customers across the UK, including local authorities and other eligible public bodies. Bidders should account for quality and social value as well as price when shaping their offers.
