Summary of the contracting process

NHS National Services Scotland, through National Procurement, bought facilities disposable products for NHS Scotland health boards, other NHS organisations, integrated joint boards and Scottish hospices. The requirement covers cleaning and related consumable supplies used across NHS Scotland estates. Six product areas were procured: disposable aprons and bibs; water-soluble laundry bags; disposable multipurpose cleaning cloths; scouring pads; floor pads for rotary floor scrubbers operating up to 600rpm; and basins, buckets and pedal bins. The work is delivered across Scotland. The procurement is primarily for goods, including cleaning products, plastic products, medical consumables, laundry bags, cleaning cloths, waste bins and washbasins. It is relevant to manufacturers, wholesalers and specialist distributors able to supply these product ranges at NHS-wide scale.

The procurement is complete and has been awarded through an open procedure for a framework agreement with up to five participants and an electronic auction. The final tender deadline and bid opening were 2 February 2026 at 12 noon; the contracts were signed on 14 August 2026. The framework covers two years with two possible 12-month renewals, giving a maximum contract period of 1,440 days. Contract values are separate by lot: aprons and bibs £375,000; water-soluble laundry bags £550,000; cleaning cloths £1,200,000; scouring pads £25,000; floor pads £25,000; and basins, buckets and pedal bins £25,000. Technical quality and price were weighted 40% and 60% for lots 1 and 2, and 20% and 80% for lots 3 to 6. Awards went to Polyco Healthline, Arrow County Supplies and Opalion Plastics for lots 1 and 2; Polyco, Enviroclean Global, Alliance Disposables, Arrow County Supplies and Bunzl Cleaning and Hygiene Supplies for lot 3; Alliance, Arrow County Supplies and Bunzl for lot 4; Alliance, Arrow County Supplies, Bunzl and IIC Products trading as Victor Floorcare for lot 5; and Alliance and Bunzl for lot 6. Suppliers could be excluded for circumstances covered by regulation 58 of the Public Contracts (Scotland) Regulations 2015.

This procurement demonstrates recurring NHS Scotland demand for a broad facilities-disposables range, with separate routes for protective disposable products, laundry handling, cleaning textiles, floorcare consumables and plastic or waste-handling equipment.
