Summary of the contracting process

The University of Strathclyde has been actively engaged in a complete procurement process under the PEACEPLUS programme for the SUMIT Project. This project aims to provide digital hardware and connectivity services to support health and well-being, specifically involving smartphones, laptops, and tablets. This falls under the industry category of mobile telephones (CPV code 32250000). The procurement took place in regions across the UK and Ireland, including North West Northern Ireland and Republic of Ireland, Belfast City, and Fife. Key dates within the procurement process included a tender deadline initially set for 6 January 2026, which was later extended to 15 January 2026. Following completion of the procurement, the contract was awarded to INDIGO E-COMMERCE DIGITAL LIMITED, effective from 2 March 2026.

This tender offers noteworthy opportunities for businesses involved in supplying digital hardware and connectivity solutions, particularly those that contribute to areas of digital inclusion and health technology. SMEs with expertise in delivering mobile telephones and related services, as well as the capacity to support the deployment of technology for improved community outcomes, would find this tender particularly beneficial. The procurement followed an open procedure, which encourages wide participation, and emphasised technical quality with a weight value of 60, alongside 40 for price considerations. Businesses with a proven track record in similar procurements and with the ability to deliver community benefits aligned with the University of Strathclyde's strategic objectives would be well-suited to compete in such tenders. The collaborative engagement across regions and organisations highlights the potential scale and impact of business growth through public procurement avenues.
