Summary of the contracting process

Lincolnshire County Council led a joint procurement for Lincolnshire, Herefordshire, Stoke-on-Trent and Telford & Wrekin councils through the Third Midlands Electric Vehicle Infrastructure Consortium. Awards were made on 21 July 2026: Char.gy Limited won the Standard service for £280,000,000 gross, and EZO Charging Limited won the Rapid service for £180,000,000 gross. Both contracts are scheduled to run from 1 October 2026 to 29 June 2041, with one possible 12-month extension to 29 June 2042. The award decision was based on quality weighted at 80% and price at 20%. Suppliers could bid for both services, but one supplier could win only one. The procedure is under the concession regime.

This procurement demonstrates substantial, long-term local-authority demand for residential and on-street electric vehicle charging across several Midlands areas. A credible future competitor would need to supply and support standard and rapid chargepoints, with capability spanning electrical installation, integrated engineering, commissioning and related electricity services. Experience of delivering infrastructure for councils and working across multiple delivery areas would be relevant, as would the operational capacity to support a large, geographically distributed programme serving communities dependent on on-street parking. The requirement was marked as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so businesses of those types with the necessary technical delivery capability could be well placed. Strong quality-led proposals would matter more than lowest price alone.

Notice Description

This Invitation to Tender (ITT) relates to the supply of Electric Vehicle Charging Infrastructure, Chargepoints and Associated Services Lot 1 oversees standard (7kW AC charging) and fast (22kW AC or DC charging) chargepoint sockets and all four (4) commissioning bodies require the provision of these chargepoint sockets. Lot 2 oversees rapid (49kW AC or 50 kW DC) chargepoint sockets. Only Lincolnshire County Council and Stoke on Trent City Council require the provision of rapid charegepoint sockets. Lincolnshire County Council is leading on this procurement process on behalf of the Third Midlands Electric Vehicle Infrastructure Consortium (TMeviC) The Consortium consists of the following Local Authorities: * Lincolnshire County Council * Herefordshire County Council * Stoke-on-Trent City Council * Telford & Wrekin Council The TMeviC is a joint Project between Midlands Connect (Regional Sub-National Transport Authority) and the Local Authorities that make up the Consortium. The Project aims to provide local residential charging infrastructure, through the expansion of the number of Electric Vehicle Chargepoints (EVCPs) in areas with high dependence of on-street parking.
