Summary of the contracting process

Imperial War Museums has established a three-lot audiovisual media design framework for its five public branches: IWM London and the Churchill War Rooms in Westminster, HMS Belfast in the Pool of London, IWM Duxford in Cambridgeshire, and IWM North at Salford Quays, Manchester. Lot 1 covers sound design, including soundscapes and audio tracks for galleries and in-gallery films. Lot 2 covers film, video, animation and motion graphics for temporary and permanent galleries. Lot 3 covers digital interactive experiences, including touchscreens, projection interactives, sensor-based installations and hybrid digital-physical experiences. The work is museum-exhibition related, with services delivered across the UK. Suppliers could apply for one, several or all lots.

The procurement is complete and was run as an open competitive flexible procedure with three stages: pre-selection questionnaire, tender and interview. The framework was evaluated using cost at 30%, project-management approach at 20%, project examples at 20%, social value at 10% and interview at 20%. Awards were made on 2 July 2026: Lot 1, £75,000 excluding VAT (£90,000 including VAT), to Call & Response Studio, Coda To Coda and Dot Crew Digital; Lot 2, £180,000 excluding VAT (£216,000 including VAT), to Soup Co, Kilogramme and Pushed; and Lot 3, £150,000 excluding VAT (£180,000 including VAT), to Playerthree, Clay Interactive and YesThing. Each lot runs from 31 July 2026 to 30 July 2029, with possible extension to 30 July 2030 at the client's discretion.

This award shows that Imperial War Museums uses multiple specialist SMEs across distinct audiovisual disciplines rather than seeking one supplier for every requirement. A credible future competitor would need demonstrable sound-design capability for gallery and film environments; film, animation and motion-graphics production experience for exhibition content; or digital product and custom software skills for touchscreen, projection, sensor-based and hybrid interactive installations. Strong project-management methods, relevant project examples and the ability to explain delivery plans in an interview are important. Suppliers should also be able to present competitive rates and a credible approach to social value. The framework structure indicates that businesses can specialise in one discipline, while collaboration or wider capability may support work spanning several areas. Museum, exhibition or public-facing cultural experience would be directly relevant.
