Summary of the contracting process

Mid and West Wales Fire and Rescue Authority procured services to service, maintain, repair and replace heating, boiler, gas and catering equipment across its operational estate. The requirement covers planned preventative maintenance, statutory servicing twice yearly, reactive repairs, replacement of equipment beyond economic repair, 24/7/365 emergency call-outs, compliance documentation and coordination with the Authority’s contract manager. The work is divided geographically across three areas: the Western Division covering Pembrokeshire and Carmarthenshire; the Southern Division covering Swansea and Neath Port Talbot; and the Northern Division covering Ceredigion and Powys. The open procedure is complete and contracts have been awarded. Awards were made on 7 July 2026, with each lot valued at £150,000 excluding VAT (£180,000 including VAT). Riverside Industrial Equipment Ltd was awarded the Western Division. Riverside Industrial Equipment Ltd and Mains Gas Ltd were awarded the Southern Division and the Northern Division. Contracts were signed on 20 July 2026 and run for two years from 21 July 2026 to 20 July 2028, with an option to extend by four years in two-year intervals, to 20 July 2032. Suppliers could bid for and be awarded a maximum of one lot. Evaluation was based on price at 60%, technical and quality at 30%, and social value at 10%.

Notice Description

Mid and West Wales Fire and Rescue Authority is seeking suitably qualified and experienced contractors to provide the servicing, maintenance, repair and replacement of our heating and catering equipment.The contractors will be required to deliver:* Planned preventative maintenance and bi-annually statutory servicing;* Reactive maintenance and repairs;* Renewal or replacement of equipment where assets are beyond economic repair;* 24/7/365 emergency call-out coverage;* Provision of compliance documentation;* Coordination with organisation's contract manager. The requirement will be split into 3 Lots:* Lot 1 - Western Division (Pembrokeshire & Carmarthenshire)* Lot 2 - Southern Division (Swansea & Neath Port Talbot)* Lot 3 - Northern Division (Ceredigion & Powys). Please note that suppliers will only be able to bid for a maximum of 1 Lot from the 3 Lots available. The Contract Term for each Lot shall be for a period of 2 years with the option to extend by a further 4 years at 2 year intervals. Due to no bids being received for Lot 1 - Western Division, all suppliers who submitted a tender for Lots 2 and 3 and passed the 60% quality threshold were given the opportunity to submit a bid for Lot 1.
