Summary of the contracting process

Denbighshire County Council is seeking suppliers for a framework covering day-to-day reactive and associated minor maintenance at its non-domestic public buildings. The work is divided between North and South Denbighshire and spans six areas: general building works in the north and south; minor electrical services maintenance in the north and south; and minor mechanical maintenance in the north and south. Activities include building repairs, building installations and completion works, together with electrical, mechanical, heating, plumbing and related maintenance. The buying organisation is Denbighshire County Council, based in Ruthin. Suppliers may bid for all six areas if they can meet the specification. The framework is intended to provide a range of contractors for reactive building-services requirements across the council’s public estate.

The procurement has reached tender: the council invited offers through an open procedure using the Proactis electronic tendering system. Questions were due by 1 October 2026 at 12:00, and tenders by 8 October 2026 at 12:00. Evaluation is 70% price and 30% technical quality. The framework is valued at £6,000,000 excluding VAT (£7,200,000 including VAT), with individual lot estimates of £2,160,000 for North building works, £1,840,000 for South building works, £648,000 for North electrical works, £552,000 for South electrical works, £432,000 for North mechanical works and £368,000 for South mechanical works. Contracts are scheduled from 21 December 2026 to 21 December 2028, with an option for two one-year extensions, potentially to 21 December 2030. Award decisions are due by 18 November 2026.

This opportunity suits contractors able to respond to day-to-day repairs and associated minor works across public buildings. Relevant suppliers include building maintenance and general construction firms, electrical contractors, mechanical-services companies, heating and plumbing specialists, and businesses able to coordinate several building-services disciplines. The six-area structure allows firms to target either North or South Denbighshire and to specialise in building, electrical or mechanical maintenance; suppliers with the capability to meet the specification can bid for all six areas. The requirement is marked as suitable for small and medium-sized enterprises across all lots. Voluntary, community and social enterprises are also identified as suitable for the two general building-work areas. Competitors will need to demonstrate technical capability and economic standing for the electrical and mechanical areas, with quality assessed alongside price.

The framework will be divided into lots as follows :- Lot 1 Reactive & associated general building works for North Denbighshire Lot 2 Reactive & associated general building works for South Denbighshire Lot 3 Reactive & general minor electrical services maintenance works for North Denbighshire Lot 4 Reactive & general minor electrical services maintenance works for South Denbighshire Lot 5 Reactive & general minor mechanical maintenance works for North Denbighshire Lot 6 Reactive & general minor mechanical maintenance works for South Denbighshire The tender will be evaluated on a 70% Price / 30% Quality basis. The tender documentation gives further detail in terms of what and how this will be evaluated. Expressions of Interest / Tenders may be submitted in Welsh, any Expressions of Interest or Tenders submitted in Welsh will be treated no less favourably than an Expression of Interest or tender submitted in English. Please note, an error was made in the Planned Procurement Notice. The estimated value over the duration of this framework will be PS6m and not PS8m as was first advertised. The lot values published are estimates over the whole life of the framework. Bidders can bid for all 6 lots if they can meet the specification.
