Summary of the contracting process

The Department for Education is procuring visa sponsorship services for the Erasmus+ Government Authorised Exchange (Temporary Work) visa scheme. The supplier will act as an overarching visa sponsor for inbound participants undertaking supernumerary work placements in the UK, including traineeships, teacher assignments and training assignments. Responsibilities include issuing Certificates of Sponsorship and ensuring compliance with Home Office requirements. The service is classified as administrative services and includes related contract administration, customer service, helpdesk, call-centre and travel-support activities. Delivery covers the United Kingdom. The procurement supports the UK’s planned association with Erasmus+ and its education, training, youth and sport mobility opportunities. The Department has indicated that the requirement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises, with consortium and collaborative bids also considered.

The procurement is complete and was awarded on 17 July 2026 following an open procedure. IRARA SERVICES LIMITED was selected from seven valid bids. The awarded value is £4,585,304 excluding VAT, or £5,502,364 including VAT. The contract is due to run from 1 September 2026 to 29 December 2028, with one 12-month extension option taking the maximum end date to 28 December 2029. The original estimated procurement value was £12,118,000 excluding and including VAT as published. Evaluation used a price-per-quality-point methodology: bids had to meet minimum quality thresholds, then total price and quality score were combined to rank suppliers. Electronic submission in English was allowed. The award is active, with signature scheduled for 17 August 2026.

This award demonstrates demand for a specialist partner able to operate a government-authorised exchange visa sponsorship service at substantial mobility volumes. A credible future supplier would need practical expertise in issuing Certificates of Sponsorship, managing Temporary Work visa processes and maintaining accurate compliance with Home Office requirements. Experience supporting international education, training, youth or workforce mobility would be relevant, particularly where participants enter the UK for structured placements, teaching assignments or training assignments rather than ordinary employment. The requirement also points to the importance of dependable administration, participant support, helpdesk and customer-service capability, with suitable travel-related coordination. Smaller organisations can be competitive in this market, and the buyer explicitly recognises SME, VCSE, consortium and collaborative delivery models. Providers should therefore be able to demonstrate scalable operations, robust controls and partnership management.

Notice Title

Erasmus+ Government Authorised Exchange Visa Sponsor

Notice Description

On 17 December, the UK and the European Commission reached an agreement in principle for the UK to associate to Erasmus+ in 2027. Erasmus+ is the European Union's flagship programme to support education, training, youth, and sport in Europe and beyond, with an overall estimated budget of EUR26.2 billion for the period 2021-27. It is a grant funding scheme offering a broad range of opportunities for learners and staff across the education, training, youth, and sport sectors. Procurement of a Visa Sponsor Separately, the Department is seeking to procure an overarching sponsor to issue Certificates of Sponsorship and ensure compliance with Home Office requirements for a new Erasmus+ Government Authorised Exchange (Temporary Work) visa scheme, for inbound mobilities to the UK where participants are undertaking supernumerary work placements such as traineeships, teacher assignments or training assignments. The DfE is keen to maximise opportunities to participate in procurement for Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs). Consideration will also be given to consortia and collaborative bids from all forms of organisations.
