Summary of the contracting process

PROSPER is procuring a multi-supplier Building Safety Framework for its members and other public sector contracting bodies across the UK. The work is divided into four areas: consultants, passive fire protection works, active fire protection works, and end-to-end principal contracting. Consultant services include fire risk assessments, compartmentation surveys and fire door assessments. Passive fire work covers fire door replacement and repair, compartmentation, and fire and smoke dampers. Active fire work includes emergency lighting, fire alarms, smoke detection, sprinkler and suppression systems, smoke control systems including AOVs, and rising fire mains. Principal contractors must deliver the full building safety works and services covered by the other lots. The framework covers England, Scotland, Wales and Northern Ireland.

The procurement has reached tender: PROSPER invited offers through an open procedure. It has four lots, each divided across six regional sub-lots: North East; Yorkshire and North West; Central; South East; South West; and Wales. Up to six providers may be appointed per regional sub-lot for each lot. Suppliers may bid for up to three lots, but those bidding for Lot 4 cannot also be awarded Lots 1 to 3. The contract period is 13 October 2026 to 12 October 2030. Each lot is stated at £500,000,000 net or £600,000,000 gross. This Lot is for the appointment of Principal Contractors capable of providing the full scope of Building Safety Works & Services as detailed in individual Lots 1 - 3.
