Summary of the contracting process

Coventry City Council procured a multi-supplier programme of parks improvement and maintenance works across Coventry. The scope includes landscaping in parks, green spaces, cemeteries, sports grounds and recreation areas; minor civil engineering; drainage and flood-prevention work; installation of benches, other street furniture and fencing; and footpath installation and maintenance. This is a works requirement combining construction and ongoing maintenance, rather than a purchase of goods alone. The four appointed suppliers are expected to provide services across the city. The range of activities makes the programme relevant to contractors with parks and grounds expertise as well as firms able to deliver associated civil engineering, drainage, fencing and public-realm installations.

The procurement has been awarded and the contract is active. Coventry City Council selected Haystoun Construction Ltd, HJH Commercial Consultants Ltd, Ramora Limited and Ventureserve Ltd for a single-lot, closed framework with up to five suppliers. The award was made on 9 September 2026 for £2,000,000 excluding VAT (£2,400,000 including VAT). The contract period runs from 1 October 2026 to 27 September 2030. The procurement used an open competition below the applicable threshold. Award scoring gave 70% to net price and 30% to quality: health, safety and compliance (10%), carbon production and waste management (10%), training and competence (5%), and quality assurance and performance monitoring (5%). Interested suppliers must register their interest against the project on www.csw-jets.co.uk and submit the Supplier Proforma by 13 March 2026. Suppliers who do not attend a presentation will still have the opportunity to tender once the Invitation to Tender is released.
